Neji conquered the shinobi nations and made Tenten his successor before He-El confronted threats from merging universes and prepared World Trees to connect and strengthen them. The volume leaves He-El traveling to the Pacific Rim universe to strengthen his body as the next mergers approach.

Arc 61Neji’s Rise to Power

Neji Hyuga left Konoha with Tenten, defeated Obito and Pain, and brought Amegakure and Akatsuki under his rule while laying plans to unify the Shinobi World. After Hiruzen Sarutobi died during Orochimaru’s attack on Konoha, Neji entered the contest to become the Fifth Hokage.

  • Anko discovered Sasuke Uchiha’s Heavenly Cursed Seal, but Kakashi sealed it and Sasuke continued the Chunin Exams as Neji Hyuga, Tenten, and Rock Lee passed the second stage.
  • Hiruzen Sarutobi and Hiashi Hyuga planned to accuse Neji of treason after the exams, but Neji and Tenten left Konoha for Amegakure, where Neji told Konan he meant to govern the Shinobi World.
  • Obito Uchiha attacked Neji and Tenten, but Tenten’s Flying Thunder God attacks and Neji’s techniques defeated him, and Obito later died after Izanagi failed to stop Rustification.
  • Neji challenged Pain in Amegakure, destroyed the Six Paths, and used Sage Mode to create a Steel Colossus that defeated Nagato and survived Konan’s six hundred billion Exploding Tags.

Arc 62Neji’s Conquest and the Coming Crisis

Neji Hyuga seized the Hokage position by force, conquered the shinobi nations, and transformed them into Sky Country before Tenten killed him and took power. He-El brought Kaguya and the Great Slug Sage into his universe, then turned his attention to the merging universes and the dangers ahead.

  • Neji Hyuga abolished the Hyuga main and branch houses, ran against Tsunade for Hokage, and announced that he would unite the shinobi world through conquest.
  • After Tsunade won the election, Neji summoned the Steel Colossus, defeated Konoha’s fighters, and declared himself Hokage.
  • Neji ordered the conquest of the Land of Wind and other nations, removed Konoha’s old advisers, and set Jiraiya to find Orochimaru and secure Sand Village’s surrender.
  • Neji’s forces conquered the shinobi nations and formed Sky Country, where Tenten assassinated him and became Heavenly Emperor.

Arc 63The Spectre’s Bargain

After New Krypton survived a catastrophic universe merger, He-El investigated the Monitors’ scan and discovered The Spectre hiding inside Zeus. He-El agreed to work with The Spectre against Lucifer while moving the Monitor ship into his own universe and preparing to study its technology and genes.

  • He-El and New Krypton’s forces defeated invading gods and Darkseids as thirty-two universes merged, then He-El noticed a scan reaching the universe.
  • He-El offered Athena a place for the Olympian Pantheon in his He-El Universe, while Doctor Manhattan identified the scan as Monitor technology and warned that outsiders had noticed New Krypton.
  • He-El sent Zeus to the Grace Search Ship, where Koken Novo drained Zeus’s power and The Spectre emerged from his body, judged Koken Novo, and sent Zeus back to the Divine Realm.
  • He-El and Doctor Manhattan investigated The Spectre’s presence, while Zeus returned pretending to have killed Koken Novo and Grace confirmed that she remembered The Spectre.
  • He-El moved the Grace Search Ship into the He-El Universe and summoned The Spectre, who revealed that he sought Lucifer, the man who had replaced Trigon inside Raven’s seal.
  • He-El rejected The Spectre’s demands until The Spectre apologized and offered knowledge of the DC Universe, then agreed to cooperate against Lucifer before New Krypton’s remaining mergers.

Arc 64World Trees and the Coming Merger

He-El prepared New Krypton for the coming universe mergers, moved allies out of danger, and warned the empire that its universe would eventually vanish into the Source Universe. He and his allies developed World Trees to connect and strengthen other universes, then began deploying them while He-El turned to strengthening himself.

  • He-El assigned Otsutsuki Kaguya to plant World Trees across universes and had the Grace Search Ship mechanized so she could investigate the Monitors’ territory.
  • He-El moved the Olympians through a Traversal Vortex to the He-El Universe, then sealed the Divine Realm and offered the Guardians of the Universe a chance to relocate.
  • He-El told the Guardians and New Krypton’s leaders that their universe would eventually merge into the Source Universe, promising to lead its people somewhere safe if they survived the next merger.
  • He-El ordered the empire to prepare for the coming merger, gave Kal-El Omega Effect energy to strengthen selected soldiers, and returned to the He-El Universe.
  • He-El and Doctor Manhattan developed a plan for auxiliary World Trees, then worked with Ciri, Zero, and Lucy to create trees suited to many kinds of universes.
