Background and history

Crocodile secretly commanded Baroque Works while cultivating a public reputation as a hero of Alabasta. As Mr. 0, he concealed his identity even from senior officers. He appointed Nico Robin vice president under the codename Miss All Sunday, giving her responsibility for contacting officers, conveying orders, and managing the organization’s affairs 83. Whiskey Peak served as a base where bounty hunters and lower-ranking members targeted arriving pirates 84 183.

Crocodile’s Utopia Plan targeted Alabasta. Baroque Works transported Dancing Powder to deprive much of the kingdom of rain; Crocodile intended to turn the resulting crisis and conflict between rebels and the Royal Army into an opportunity to take the throne 110 139. Before the plan could be completed, attacks by Xia Qiu and the Spade Pirates devastated its personnel and Whiskey Peak operations. Crocodile asked Robin to recruit strong replacements when she returned to the organization 110.

After Xia Qiu killed Crocodile, Robin used the secrecy surrounding Mr. 0 to keep Baroque Works operating. She abandoned the plan to conquer Alabasta as too harmful and difficult to control, focusing instead on finding Poneglyphs 115 117. Xia Qiu became the hidden president, while Zala—formerly Miss Doublefinger—replaced the wanted Robin as vice president and his public representative 131 139.

Under Xia Qiu, Baroque Works expanded beyond assassination and bounty hunting. It entered a casino partnership with Alabasta, developed an intelligence network, and backed Zala’s bid to govern Drum Kingdom, later called the Sakura Kingdom 134 140 157 216. Xia Qiu also strengthened agents through recruitment, selected Devil Fruits, equipment, and training in the Six Powers 140 154 162.

Organization and resources

The casino reported 4.8 billion Belly in revenue for the preceding year, with Xia Qiu receiving 1.55 billion Belly. Its revenue was rising at the time of the report 140.

Leadership and notable members

• Crocodile / Mr. 0 — Secret president during the Alabasta drought operation; his death ended his Utopia Plan 83 110 139.
• Nico Robin / Miss All Sunday — Crocodile’s vice president and supreme commander. She kept the organization functioning after his death, then withdrew from its public leadership when her identity was exposed 83 115 131.
• Xia Qiu / Mr. 0 — The Giant Beast who killed Crocodile and became Baroque Works’ hidden president. He later revealed his identity to assembled agents 131 139 175.

Major operations

• Alabasta partnership — Baroque Works ended the drought operation and negotiated a casino and security arrangement with the kingdom. Vivi cooperated while retaining oversight of the casino and refusing to formally join the organization 134 139.
• Drum Kingdom — Xia Qiu sent Zala with ships, supplies, guards, and doctors to take control after Walpol’s departure. He instructed her to win public support, avoid unnecessary killings, and recruit Dalton 157. Zala later proposed rule of law and trade with Alabasta 160.
• Marine exposure — A planned confrontation with Aokiji led Marines to Whiskey Peak and other bases, where they found Dancing Powder and documents concerning Alabasta’s drought and assassination plans. News reports described the headquarters as destroyed, though key members escaped 181 183.
• New World campaign — Baroque Works allied with Law and a Revolutionary Army team to attack Doflamingo, then target Kaido 221 223. Its coordinated assault on Dressrosa targeted Donquixote officers and strategic sites across the island 228 229.
• Battle with the Beasts Pirates — Reports described heavy casualties and declared Baroque Works destroyed after the clash. Those reports also listed Xia Qiu among the dead, but he survived and subsequently planned to work with Whitebeard to rescue King Neptune 264.
