Background
Vivi infiltrated Baroque Works at age fourteen alongside Igaram to investigate the organization’s connection to Alabasta’s drought. Two years later, she chose to remain undercover rather than immediately expose Nico Robin to the Marines, reasoning that neither the Marines nor Alabasta’s intelligence service had enough information to dismantle the wider organization. 126 190
Zala eventually exposed Vivi and Igaram’s identities. During their negotiations, Vivi consumed Crocodile’s Sand-Sand Fruit to keep it from Baroque Works, then accepted responsibility for Alabasta’s new Las Vegas casino in Aru-Ma City. 134 138
When she learned that Xia Qiu—a talking Giant Beast—had killed Crocodile and succeeded him as Baroque Works’ president, Vivi refused to formally join an assassin organization. She nevertheless accepted a secret partnership: Xia Qiu would provide resources and personnel for an intelligence organization nominally under Vivi’s control, while Vivi would assist his plans when their interests aligned. 138 139

She openly considered Baroque Works more evil than Walpol, yet judged Xia Qiu to be a reliable partner because he upheld agreements and created tangible benefits for Alabasta, including the city’s revival and the intelligence network. 156
Despite her willingness to make difficult compromises, Vivi retains strong personal loyalty. She refused to harm Momousagi even after choosing Baroque Works over the Marines, because she still considered the Vice Admiral her teacher. 217
