Background / History

A Herrscher-level Honkai energy fluctuation was recorded over the Southern Shenzhou Sea for less than 0.01 seconds. Although the reading was brief, St. Freya treated it as a credible threat and considered sending investigators. At the time, Theresa noted the prevailing theory that only one Herrscher should emerge in each Honkai event. 1

During the Singapore eruption, regional Honkai energy rose from 2,700 HW to 5,000 HW in just over ten seconds, leading observers across Destiny, Anti-Entropy, and St. Freya to identify the birth of the Fourth Herrscher. 8

Later analysis of the Singapore incident found that two separate Herrscher energy signatures only matched the eruption's recorded waveform when superimposed. This indicated that two Herrschers had appeared simultaneously during the event. 108
