Background and Authority
The Military Police Force was established during the Second Hokage’s rule, while the First Hokage was still alive. It formalized the Uchiha clan’s policing power as one of Konoha’s Six Departments. Although it was a village institution that also employed civilian ninja, Uchiha members initially held its real authority 41 45 231.
The force has autonomous law-enforcement powers: it can act before reporting to the Hokage. Its stated remit includes security, arrests, investigations, interrogations, missions and the authority to arm its personnel. It answers to the Hokage while assisting other departments 41 120 210.

History
Seventh Division and changing enforcement
Uchiha Fugaku and Elder Setsuna appointed Uchiha Yoru captain of the Seventh Division, with Uchiha Shisui as his deputy. Yoru prioritized recruits among Orochimaru’s followers, making the division a means of representing both Orochimaru and the Uchiha clan 44 45.
Under Yoru, the Seventh Division adopted a policy favoring major clans in public security. Its approach spread across the force: officers enforced rules strictly against civilians while overlooking misconduct by ninja and noble houses 46 54.
Expansion beyond the Uchiha
After Fugaku’s death, Yoru became Uchiha clan leader and announced that the Sixth through Ninth Divisions would recruit elite ninja from across Konoha. He framed the expansion as necessary to maintain village security after the clan’s losses 209 210.
The reorganized force drew civilian ninja and members of the Hyuga Branch Family, Aburame and other clans. The first five divisions also recruited outsiders, though with stricter requirements. As membership broadened, the force became less exclusively identified with the Uchiha and gained greater acceptance among villagers 220 222.
Control of Konoha
During the confrontation with the Third Hokage’s council, Yoru ordered Police divisions to take over the Intelligence, Medical and Barrier Departments and declared Konoha under Military Police control. Hatake Kakashi directed Police forces during the ensuing crisis 243 246.
Under the martial law that followed, the force conscripted chūnin into patrol and security work, restricted movement and ninja tools, and placed clans aligned with the Hokage’s faction under surveillance. Its influence extended over all Six Departments; a barrier subsequently divided the village amid the struggle for power 247 251.
After Yoru’s rise, the Military Police Force became a public entity directly managed by him rather than the Uchiha clan’s private force. Uchiha Shisui and Jūzō Biwa are later named as its heads 277.
