History
When the Witch Tribe established itself through an oath invoking the Great Dao, Pangu, Heaven and Earth, and the Heavenly Dao, the Ancestral Witches' soul-imprints and inherent laws entered the Primordial World as law-gods. This made the world more stable and sharply increased the Heavenly Dao's power, but the added authority lay beyond Dao Ancestor Hongjun's command. 46 48 49
The Heavenly Dao recognized the Demon Race's establishment and the manifestation of the Thirty-Three Heavens, even though the Great Dao did not respond. The resulting Heavenly Court became both Di Jun's seat of authority and a manifestation of Heavenly Dao rules. 59 130
It repeatedly came into tension with paths that sought independent authority. When Wu Tian established the Martial Path, it attempted to absorb the new Dao; once that effort failed, it reduced the merit it bestowed.
