Weakest Sea

For years, the East Blue’s pirate scene remained comparatively weak. Marine Headquarters attributed this partly to Garp repeatedly returning to his hometown, leaving few exceptionally powerful crews active in the region 3. Captain Krieg’s seventeen-million Belly bounty was once enough to make him the nominal East Blue Overlord 14.

The Moke Pirates’ fifty-million Belly bounty dramatically disrupted that perception. Moke’s call for pirates to assemble and attack Marine Branch 16 drew crews from across the sea and turned the East Blue into the site of a major pirate gathering 14 16.

Pirate Glory Campaigns

Moke later returned to the East Blue to hold pirate lectures, distribute Pirate from Scratch, and encourage pirates to raise their bounties by targeting affiliated nations and Marine branches 80 81. His campaigns briefly produced a surge of higher-bounty East Blue pirates, including several crews exceeding ten million Belly 83.

The movement repeatedly collapsed under Marine intervention and East Blue Navy pressure. By the time Buggy assessed the aftermath, the pirate scene in Roger’s hometown had become markedly more desolate 88.

East Blue Navy Consolidation

Marine Branch 16 and its allies expanded through much of the East Blue, with Bartholomew Kuma occupying non-member islands in the first half of the sea. Xia Che’s forces eventually surrounded Smoker’s jurisdiction, leaving Reverse Mountain and Loguetown outside their territorial control 160 162.

After suppressing pirate crews in the latter half of the East Blue, the East Blue Navy introduced New Pirate Regulations. Pirates could leave for the Grand Line only by meeting training and certification requirements, while unlicensed pirates found it increasingly difficult to hide 254 257.

Decisive Battle at Reverse Mountain

Moke returned from the New World and rallied pirates who rejected East Blue Navy control. He announced plans to lead them through Reverse Mountain into the Grand Line, prompting the East Blue Navy to mobilize a large interception force 306 309.

The resulting battle ended with the destruction of the pirate fleet. Moke was defeated by Enel, and Issho’s meteor strike eliminated the remaining ships; afterward, the Pirate Guild became the principal path for East Blue pirates seeking to enter the Grand Line 311 312.

Development and External Pressure

Following its victory over the World Government’s Buster Call, the East Blue Navy began comprehensive regional development, prioritizing shipping, military growth, industry, public services, and infrastructure 336 347. The World Government responded by encouraging pirates and underground factions to attack East Blue trade routes, attempting to isolate the region through a blockade 346 380.

Despite this pressure, the East Blue became prosperous and comparatively stable. Its controlled sea routes, infrastructure, food supply, and security system led Jinbe to describe it as a possible “pure land” amid the wider era of chaos 405 458.
