Authority and Operations
- Marine Headquarters regulates the personnel strength, warship allotments, salaries, and subsidies of its branches; Branch 16 repeatedly exceeded these limits without recognition for its excess forces and ships 14.
- It distributes military funding to branches. Branch 16 received an increased allocation on the condition that it intercept or arrest the Moke Pirates 14.
- It directs regional responses to pirate threats, including ordering Smoker to support Branch 16 and later instructing him to cooperate with the branch against East Blue pirates 15 81.
- It sets pirate bounties as a strategic tool. Sengoku raised Moke’s bounty to 100 million Belly to draw bounty hunters toward the East Blue pirate problem 81.

History
East Blue Oversight
Marine Headquarters initially treated the East Blue as a low-priority region. Its warships rarely appeared there, though it dispatched Vice Admiral Garp and Lieutenant Colonel Smoker to inspect Marine Branch 16 over suspicions that its commander, Dand Xia Che, was colluding with pirates 1.
Branch 16’s repeated funding requests drew Headquarters’ scrutiny, but its submissions were formally compliant. After Garp recognized the threat posed by Moke, Sengoku acknowledged that Headquarters had underestimated both Moke and Branch 16’s ability to resist him 12 37.
Break with Marine Branch 16
Marine Branch 16 formally seceded from Marine Headquarters and declared independence 225. Headquarters nevertheless sent the former branch a deployment order for Teach’s public execution, intending in part to assess its allegiance 232 233.
The defectors arrived at Marineford under the name East Blue Navy. Their presence unsettled Sengoku, who could not determine whether they intended to aid Moke, observe the execution, or exploit the gathering of Headquarters’ elite forces 236.
Marineford Crisis
Headquarters publicly announced Teach’s execution to force Moke into a direct confrontation. The operation had Gorosei approval and was designed to restore Marine authority by eliminating a pirate who had openly declared war on it 232.
The plan instead escalated into a major conflict when the Whitebeard Pirates entered Marineford from the seabed, bypassing the guarded gates. Despite the assembled forces, Teach was rescued, Moke escaped, and Headquarters suffered severe casualties and damage 242 248.
Marineford subsequently underwent major renovations after the battle exposed the inland sea route leading directly into the base as a critical vulnerability 268.
War Against the East Blue Navy
Following the public-execution failure, Headquarters lacked the strength to immediately confront the East Blue Navy and instructed regional branches not to provoke it for the time being 254.
It later launched its largest Buster Call against the East Blue Navy. The campaign combined military encirclement with propaganda, declaring that anyone who aided the East Blue Navy would be judged as an enemy of the World Government 321. The Buster Call failed, further damaging Marine Headquarters’ standing 336 341.
Internal Decline and World Government Distrust
The losses from Marineford and the East Blue war outpaced the World Conscription’s ability to restore Headquarters’ manpower. In this weakened state, Headquarters appointed Teach as an Admiral while denying him an independent command, reflecting its need for high-level combat power and its distrust of him 361.
Kuzan’s departure for the East Blue Navy triggered an internal crisis. Sengoku and Garp were accused of involvement with the East Blue Navy and temporarily detained after Buggy’s testimony implicated them 378.
The World Government increasingly bypassed Headquarters’ authority. An Assassination Tactics Special Unit under the Gorosei was given power to monitor, arrest, and try Marines directly 412 492.
Financial Crisis and Destruction of Marineford
Under Sakazuki, Marine Headquarters struggled to maintain warships and pay salaries while the World Government spent heavily elsewhere and withheld sufficient funding 460. During the collapse of the Belly currency, many Marines left; Koby, Borsalino, Sentomaru, Gion, and Kaki were among those stated to remain loyal 548.
Marineford was later destroyed in a major attack that filled the island with lava. The World Government subsequently announced that Sakazuki and Borsalino had murdered their fellow Marines and defected to the East Blue Navy, though competing accounts of the incident circulated publicly 549.
