Background / History
Marine Branch 16 era
Before adopting its present name, the organization operated as Marine Branch 16, led by Xia Che. The branch repeatedly requested military funding while resisting the Moke Pirates, leading Marine Headquarters to suspect it of budget fraud until the pirates’ threat was confirmed. 3 12
Branch 16 expanded beyond Marine Headquarters’ authorized personnel and warship limits, independently financing its excess forces. Xia Che planned to train personnel using the Six Powers and adapted forms of Water Breathing, though Guina was the only documented trainee to grasp even a small part of the latter technique. 14
The branch endured the East Blue Pirate Feast, during which a mass pirate force breached its defenses and devastated its base. It was later credited with repelling the East Blue Overlord alongside Smoker and suppressing a revival of East Blue pirate activity. 22 115
Defection and reorganization
Marine Headquarters eventually identified Branch 16 as a rebel force. When it arrived at Marineford, its warship no longer bore the “16” designation; both its sails and hull instead displayed “East Blue,” marking the organization’s public transformation into the East Blue Navy. 233 236
The East Blue Navy introduced New Pirate Regulations, allowing pirates to leave for the Grand Line only after meeting designated conditions and certifications. Most East Blue pirates accepted the system, while unlicensed pirates found it increasingly difficult to hide from the navy. 257
By the time of its campaign to occupy the East Blue, the navy controlled more than half the sea and had surrounded remaining Marine Headquarters branches and affiliated nations. Xia Che chose to proceed with full unification despite the risk that unpaid Heavenly Gold would draw World Government attention. 295
Unification and war with Marine Headquarters
The navy mobilized dozens of warships and large numbers of trained soldiers for the decisive confrontation near Reverse Mountain. During the operation, Issho learned that the East Blue Overlord was secretly an ally of the East Blue Navy and that the World Government had been deceived about their relationship. 309
After the East Blue Navy’s victory, the East Blue returned to relative stability and the Pirate Guild resumed flourishing under the new order. 312
The World Government responded to the navy’s unification of the East Blue by authorizing a Buster Call. The attack failed in October, Sea Calendar 1519, after which Marine Headquarters entered negotiations with the East Blue Navy. 315 336
At the negotiations, the East Blue Navy demonstrated overwhelming naval strength, forced the Marine Headquarters fleet to dock under its control, and presented demands backed by a threat against Mary Geoise. 341 342
Expansion beyond the East Blue
The navy later occupied Fish-Man Island, treating its location as a strategic route into the New World and stationing forces to screen incoming pirates and maintain order. 454 456 458
It also attacked the Sabaody Archipelago, destroying slave auction houses and rescuing captured Fish-Men and Mermaids. The operation escalated into a confrontation with Marine Headquarters reinforcements. 461 462
In August, Sea Calendar 1521, the East Blue Navy openly declared war on the World Government. 550
