Background / History

Xia Che was a Marine Headquarters training-camp prodigy known for exceptional swordsmanship. He earned the rank of Lieutenant Colonel after only two and a half years of training, but was later demoted after offending a superior. His official record claimed he had spent seven years without notable merit and had declined in both ability and ambition. 1

After being exiled to the remote Marine Branch 315, Xia Che later worked with Commodore Sean and became commander of Marine Branch 16. He used his Marine identity to develop Cocoyasi Village and the Konomi Islands rather than seek a return to Headquarters. Under his direction, Nojiko became Cocoyasi's mayor, while Nico Robin became his secretary. 2 14

Xia Che possesses an employee-performance system that rewards societal development and altered outcomes with performance points, promotions, and benefits. He deliberately framed his long-term strategy as building infrastructure, accumulating resources, and postponing open claims to power. 2 14

Personality

Xia Che is composed under pressure and frequently responds to accusations, threats, or military crises with humor, misdirection, and contingency plans. When Marine Headquarters investigated his alleged corruption, he reassured the villagers and stated that he would flee only if necessary. 3

He is pragmatic rather than conventionally idealistic. Xia Che openly uses pirate groups, bribery, commercial ventures, and political manipulation to secure his territory, but he also prioritizes food, work, safety, and infrastructure for civilians and refugees under his control. 5 6 172

Despite his cynicism, he is protective of people he considers his own. He shelters Robin against Admiral Kuzan, helps Kuma seek treatment for Bonney, and agrees without hesitation to save his former teacher Zephyr. 31 43 149

When Kuzan moves to arrest Xia Che for sheltering Robin, Xia Che refuses to surrender and confronts the Admiral directly. He unveils his Eleventh Form, but Kuzan ultimately arrests him after testing his strength and resolve. 31 32
