Background / History

The World Government is the long-standing authority behind the Celestial Dragons and Marine Headquarters. Its influence is presented as overwhelming: civilians and Marines alike treat its rules as the rules of the strong, while those without power must either submit, hide, or oppose it. It possesses extensive military, intelligence, surveillance, and communications resources, including specialized Den Den Mushi systems capable of interception and eavesdropping. 6 80

Its highest visible leadership is the Gorosei, who convene at Mary Geoise to make major military, political, and economic decisions. Above even them stands Im, whose displeasure causes the Gorosei to immediately admit fault and seek forgiveness. 70 333 336

The Government relies on Vegapunk's inventions—especially Seastone warships—to preserve Marine mobility between the Four Seas and the Grand Line. Vegapunk's disappearance therefore prompted an Egghead blockade and a search operation; the Gorosei were prepared to eliminate him rather than allow another faction to obtain him. 70

Its authority is challenged repeatedly by the East Blue Overlord and the East Blue Navy. After the East Blue Navy unified the East Blue, the Gorosei authorized a Buster Call intended to erase it, despite uncertainty over the fate of Marines stationed in the region. The attack failed, while Impel Down was breached amid the same crisis. 315 336

Following its defeat, the World Government was forced into negotiations. It recognized the East Blue Navy's ruling status within the East Blue, agreed not to interfere there so long as the Navy did not expand into other regions, paid 180 billion Belly in compensation, and accepted the return of captured nobles, royals, and Marine officers. 344
