Background / History
Chakra and Ninshu
According to Sasuke's explanation, the planet originally had no chakra. The Ōtsutsuki plant Divine Trees on planets, drawing on Nature Energy to produce Chakra Fruits. Kaguya consumed one such fruit and gained the power of the Ten-Tails 270 271.
After sealing Kaguya, her eldest son founded Ninshu and became known as the Sage of Six Paths. He hoped that repeated reincarnations of Indra and Ashura would eventually resolve their conflict; instead, their opposing successors repeatedly divided the Shinobi World into rival camps 271 276.
From Clan Warfare to Hidden Villages
The Warring States Period's clan conflicts were followed by the one-country-one-village system. This consolidation did not end warfare: the first peace agreement collapsed after Hashirama's death, and organized village wars killed shinobi at a rate comparable to or greater than the earlier clan battles 269 368.
Hashirama pursued negotiation despite his overwhelming strength and distributed Tailed Beasts to the other villages as military deterrents. Other villages nevertheless feared that Konoha's Senju and Uchiha might produce another overwhelmingly powerful shinobi who would choose conquest rather than negotiation 125.
During the First Shinobi World War, the other great villages attacked Konoha collectively before turning against one another. Of the five Second Kage, only the Second Kazekage survived that war 125 128.
Major Powers
| Power | Position and distinguishing features |
|---|---|
| Konoha | Home of the Senju and Uchiha. Its historical strength makes it a target of other villages; it later becomes the Shinobi Alliance's headquarters 125 313. |
| Kumogakure | Develops advanced jinchuriki methods and possesses Six Paths Tools. Its Lightning Release Chakra Mode tradition originates with the Second Raikage 124 128 159. |
| Iwagakure | Fields large numbers of shinobi, Dust Release, and the Four-Tails and Five-Tails jinchuriki. Its accumulated military strength alarms Hiruzen 128 159 165. |
| Sunagakure | Economic hardship and resentment toward Konoha encourage war. Its Third Kazekage possesses Magnet Release; its puppet tradition originates with the Second Kazekage 128 130 159. |
| Kirigakure | Possesses numerous Kekkei Genkai and faces internal unrest. Under Seisui, its shinobi accept responsibility for guarding his deep-sea seal 124 128 214. |
| Amegakure | Represented by Hanzo, whose poison-based combat makes him a major military threat. Joins the other villages' prewar discussions 128 129. |
| Iron Country | A self-proclaimed permanently neutral nation. Hosts the anti-Konoha summit; its leader, Mifune, condemns the participants' disregard for peace and trust 129 130. |
| Three Sacred Lands | Sources of Sage training and powerful summoned creatures. Their sages and elite descendants eventually assemble in Konoha to support the alliance 148 313 332. |
Chakra and Warfare
Ninjutsu and Specialized Powers
- Elemental ninjutsu: Wind, Lightning, Fire, Earth, and Water techniques form the most common branches of ninjutsu 193.
- Advanced techniques: Yin–Yang secret techniques, Kekkei Genkai, and Kekkei Tōta provide specialized powers beyond ordinary elemental techniques 193.
- Hand seals: Seal speed affects initiative in combat. Shinobi research simplified, one-handed, and seal-less methods to release techniques faster 113.
- Space-Time Ninjutsu: Exceptionally rare. Summoning is accessible to ordinary shinobi, while techniques such as Flying Thunder God and Kamui offer far more advanced spatial capabilities 193.
Tailed Beasts and Jinchuriki
- The Sage of Six Paths split the Ten-Tails into nine Tailed Beasts 230.
- Villages use Tailed Beasts and their jinchuriki as major military assets; Kumogakure's methods and Iwagakure's developing control shift the balance against Konoha 124 128.
- Jinchuriki can overwhelm conventional forces through chakra cloaks, enhanced physical abilities, and specialized techniques such as Lava Release and Boil Release 165 170.
- In the alternate world visited by Seisui, attempts by outsiders to seize Tailed Beasts risk retaliation from all Five Great Hidden Villages 303.
Sage Arts
- Sage Mode harnesses Nature Energy through a system distinct from ordinary ninjutsu, Kekkei Genkai, and Kekkei Tōta 178.
- Mastery is historically rare. Tobirama identifies Sage Arts as the minimum preparation needed against enemies who absorb chakra and wield advanced dōjutsu and space-time techniques 271.
- The alliance receives instruction from Hagoromo, Hamura, and the Three Sacred Lands rather than relying on isolated village training 313.
Seisui Technique
The alliance's ultimate collective formation combines the world's contributors into a single Susanoo 327 336.
- Chakra supply: Genin quiet their thoughts and supply chakra; stronger shinobi organize and pass that chakra upward through successive layers 336.
- Regulation: Mito, Tsunade, Hashirama, Kushina, and Minato regulate chakra flow to improve the Susanoo's movement and reactions 336.
- Command: Tobirama coordinates village leaders and specialists after Madara struggles with the multitude of thoughts inside the formation 336.
- Control safeguard: Tobirama embeds his Soul Imprint connection with Seisui, granting Seisui authority to absorb and control the gathered chakra 336.
- Hidden purpose: The participating shinobi are also intended to filter Gaia Consciousness before its power reaches Seisui 336.
Major Arcs
Coalition War Against Konoha
- Other villages exploit Konoha's apparent decline while fearing the return of a figure comparable to Hashirama or Madara 124 125.
- At the Iron Country summit, four Kage and Hanzo agree to use a Peace Treaty and Joint Chunin Exams to investigate Konoha's strength and identify promising young enemies 129 130.
- Seisui modernizes Root's warfare through biological and chemical weapons, aerial forces, and large-scale explosives. Konoha warns that an attack will trigger unrestricted retaliation 128 147 148.
- Konoha wins an unprecedented victory despite fighting the wider Shinobi World with one village's forces. Tens of thousands of enemies die, several Kage-level fighters fall, and Seisui destroys six jinchuriki outside Konoha and Kirigakure 222.
Ōtsutsuki Intervention and the Unity Ultimatum
- Isshiki infiltrates Sunagakure, Kumogakure, and Iwagakure and controls their Kage to provoke another war against Konoha. Seisui nevertheless receives surveillance information through the Third Raikage 239 242.
- The arrival of Ōtsutsuki combatants exposes how little the world's established military leaders can influence battles at that level 265.
- Seisui threatens to sacrifice the planet if its inhabitants cannot unite, offering another dimension as a refuge. His demonstrated ability to drain the oceans' Nature Energy makes the threat credible 271 331.
- Shisui condemns continued infighting, prompting Tobirama and Izuna to acknowledge their mistakes. The Six Paths Shinobi World Alliance subsequently forms 271 276.
Defense Against the Ōtsutsuki Pursuers
- Seisui reveals that uniting the world is part of his strategy against the Ōtsutsuki, including a possible self-sacrifice and revival involving Planetary Consciousness 314.
- Tobirama proposes gathering the world's chakra rather than leaving Seisui to fight alone. Village leaders, sages, and Tailed Beasts agree to support the collective formation 319 320 331 332.
- Tobirama distinguishes the coming conflict from earlier wars: the First, Second, and Third were internal planetary conflicts, while the Fourth prepares the world against invasion from beyond the heavens 331.
- Momoshiki and Kinshiki arrive seeking Shibai's remains. Tobirama mobilizes the alliance for a real battle, and Seisui subsequently rallies its inhabitants after Momoshiki's power shakes their resolve 337 341.
Alternate Timelines
| Timeline | Documented differences |

| Alternate world visited by Seisui | Seisui leaves Naruto and Kurama techniques intended to help them escape manipulation. Naruto later challenges that world's Shinobi Alliance, becomes the Ten-Tails jinchuriki, and survives the Sage of Six Paths' sealing attempt through Seisui's chakra 303 304 317. |
| Warring States parallel world visited by Tobirama | Tobirama reconciles the Senju and Uchiha through shared historical narratives and intermarriage. Madara leads conquest, all nine Tailed Beasts are subdued, and Tobirama coerces the other Kage into integration under a new Leaf Village with Madara as First Hokage 366 368 370 371. |
