History

Education, institutions, and clan tensions

Tobirama Senju founded Konoha's Ninja Academy and served as its first principal. Seeing its students happy, relaxed, and respectful of the Third Hokage reassures him that the village's future is secure 7.

Konoha's early institutions were built to centralize the village's military and political power. Tobirama established the Anbu, the Ninja Academy, and the Uchiha Military Police Force despite resistance from the village's clans 120.

The Uchiha are one of Konoha's founding clans, but their police role leaves much of the village fearful of and unfamiliar with them. Their high status does not translate into the reputation needed to become Hokage or enter the upper echelons of leadership 33. At Mito Uzumaki's funeral, adult Uchiha Security Division members are ordered to remain on duty while other clans attend, further exposing the strained relationship between the clan and village leadership 110.

Hiruzen's divided administration

Under Hiruzen Sarutobi, Konoha's authority becomes divided among the Hokage, the Hokage Assistant, Root, and the Councilors. Tobirama considers this structure evidence that Hiruzen lacks sufficient control to personally bear the consequences of his decisions 120.

Shimura Danzō's independent Root becomes a central problem. After Danzō's schemes against Hatake Sakumo are exposed, Tobirama takes control through Seisui and removes Danzō from Root's leadership 119 120. Hiruzen subsequently appoints Tsunade as Hokage Assistant and Seisui as Root's leader 124.

Root's transformation

Seisui remakes Root from a feared underground organization into the Will of Fire Pioneer Training Base. Its renovated headquarters is bright, orderly, and covered in Will of Fire slogans, deliberately replacing Root's reputation as “Konoha's darkness” 127.

The reformed organization recruits shinobi from the Uchiha, Nara, Yamanaka, Aburame, Inuzuka, Sarutobi, Akimichi, Kurama, and other clans. Hiruzen supports the expansion with funding, ninjutsu resources, and institutional authority, startling both the clans and the Jōnin Council 128.

Provocation and the Joint Chūnin Exams

As relations with the other major villages deteriorate, Seisui and Tsunade issue Konoha's unusually hostile public response to Sunagakure, Iwagakure, Kumogakure, Kirigakure, and Amegakure. The response exposes vulnerabilities within each rival village and forces them into defensive replies, buying Konoha time to prepare 124 126.

Konoha later hosts a Joint Chūnin Exam while secretly manipulating foreign observers. Root operatives stage public tension between Asuma Sarutobi and Shisui Uchiha, encouraging visitors to conclude that Konoha is internally divided and desperate for peace 136 137. Hiruzen also prevents foreign leaders from watching the exam by prioritizing negotiations with the Daimyō over the event 138.

The scheme is reinforced when a surge of Nine-Tails chakra erupts from the Senju Ancestral Home during the treaty gathering. Foreign representatives interpret the disturbance as proof that Konoha cannot control its Jinchūriki and leave confident that the village is vulnerable 144.

Third Shinobi World War

The major hidden villages issue a joint declaration of war against Konoha. Seisui becomes Commander-in-Chief, while Hiruzen serves as Deputy Commander-in-Chief; Konoha divides its command among the Mist, Sand, Cloud, Rock, and Rain battlefields 148.

Konoha's strategy rejects conventional attritional warfare. Seisui uses minefields to funnel enemy formations into prepared kill zones, Root liaison officers to coordinate battlefield intelligence, and the Tobirama Series Weapons to strike concentrated forces 148.

The war demonstrates Konoha's new doctrine on a massive scale:

• A high-altitude bombing operation kills nearly a thousand Iwagakure shinobi during their advance 171.
• A second wave combines bombing with Tsunade's poison gas and Aburame Shikuroo's Pot Poison Technique, nearly annihilating Iwagakure's remaining force 176.
• Kirigakure's Kaguya, Hōzuki, and Terumi clans defect, collapsing the village's ability to continue as an independent great power 163.

Konoha ultimately wins an unprecedented victory. Seisui defeats nine Kage-level opponents, including four Jinchūriki, while sparing the Third Raikage, Ōnoki, and Hanzō under the humiliating title “Sannin Who Survive” 222.

Later role in the Shinobi Alliance

Konoha later becomes the temporary headquarters of a Shinobi Alliance assembled against threats from the Ōtsutsuki Clan. Shinobi from every village, legendary figures, the Sage of Six Paths, Hamura Ōtsutsuki, and representatives of the Three Sacred Lands gather there for unified instruction and preparation 313.

Will of Fire

Seisui uses the Will of Fire to legitimize Root's transformation and attract clan support, presenting the organization as one that nourishes Konoha's “tender leaves” rather than merely carrying out hidden violence 127.

Konoha's ideals are repeatedly tested by the gap between its public doctrine and its power struggles:
