Tobirama was Konoha's Second Hokage, Hashirama Senju's younger brother, and Hiruzen Sarutobi's teacher. His tenure established major institutions including the Anbu, Ninja Academy, and Uchiha Military Police Force; he was also willing to centralize authority and mobilize Konoha aggressively during war. 120

He gained a reputation as the Shinobi World's foremost Forbidden Technique researcher.
