History

Kirigakure fought Sunagakure during the Great Shinobi War. Pakura’s repeated border attacks inflicted enough damage that Kirigakure sought peace on the condition that Sunagakure hand her over, demonstrating the scale of her impact on the village 43.

Following the war, Kirigakure launched a surprise attack on Sunagakure and later withdrew to focus on Konoha. Its renewed activity made Rasa wary of a future threat to Sunagakure 54 55.

Under the Fourth Mizukage, the village descended into the “Bloody Mist” era. Major clans and several Kekkei Genkai clans were killed, civilians lived in fear, and the Mizukage prohibited ninja from accepting missions while attempting to “clean up” the village. Combined with defeat in the Third Great Shinobi War, these policies sharply damaged Kirigakure’s economy 342.

Black Zetsu attributed the village’s internal conflict to Obito’s manipulation of existing tensions and to the suppression of Kekkei Genkai clans. He attempted to use the civil strife to provoke Sunagakure into invading, but Rasa refused to begin a war merely for the opportunity 200.

Obito’s group eventually departed with the Three-Tails, Isobu, ending their control over the Fourth Mizukage. With the tyranny abruptly removed, Kirigakure began reorganizing; Mei Terumi became the Fifth Mizukage and the village sealed itself off until it could recover its strength 352.
