Background / History
Arrival and the Third Kazekage’s Disappearance
Rasa is the Third Kazekage’s disciple, but the consciousness occupying his role remembers living as an ordinary person in another world. Early in the story, he has been in the shinobi world for only a month and is still adjusting to its combat methods 2 7 42.
The Third Kazekage’s disappearance leaves Sunagakure without its central military and spiritual pillar. With manpower and money already scarce, the village becomes vulnerable to neighboring forces. Rasa and Pakura lead the remaining Sand Ninja to their assigned battlefields after Chiyo and Ebizo depart 2 4 8.
Third Great Shinobi War
Rasa shields his troops during an ambush involving Kusagakure and Iwagakure, then draws pursuing Stone Ninja away. Accounts of his subsequent victories spread through Sunagakure, restoring confidence in him as a potential successor 5 6 16 22.
On the Kumogakure front, he repeatedly defends the border while also directing gold-panning work to raise funds. He eventually deploys the Desert Emperor Character Card against the Fourth Raikage and seals him inside a basin with the Evil Sealing Wave 27 30 32 34.
The captive Raikage becomes Rasa’s decisive bargaining chip. Sunagakure secures Kumogakure’s withdrawal, compensation, and a non-aggression agreement; Rasa regards possession of the prisoner as more useful than the signed treaty itself 36.
Becoming the Fourth Kazekage
Chiyo and Ebizo urge Rasa to return to the village and take office. His appointment is established before the public inauguration, which takes place in autumn of Konoha Year 44 37 38 42.
Two trees growing outside his house become an auspicious symbol to villagers who associate his battlefield victories with Sunagakure’s recovery. Their enthusiasm strengthens his standing, although he privately recognizes that reports of his strength have been exaggerated 22 38 40.
At his inauguration, Rasa accepts responsibility for the village while concealing a serious financial problem: he has spent all 80 million ryo on the gacha game. He resolves to replace the missing funds and redirects Sunagakure’s attention away from warfare 42.
Economic Reconstruction
Rasa introduces the First Five-Year Plan, placing villagers and ninja under unified work assignments and appointing experienced ninja to lead teams at the Alchemy Factory. His wartime reputation and Moomu’s endorsement persuade the population to follow arrangements they do not fully understand 44.
His development program expands into medicine, agriculture, desertification control, electrification, and village reconstruction. Returning from the Land of Rain with civilians and Rain Ninja, he oversees circuitry installation, Grass Grids, and a reorganized village layout. Children of outside workers are permitted to attend Sunagakure’s schools for fees 59 80 105 106.
Trade with Danzo brings Sunagakure’s products into Konoha. Toys, arcade games, racing events, and tourism become major industries, while the North Water South Transfer Project aims to eliminate the village’s water shortage 118 122 181 303 362.
Economic competition also exposes Rasa’s less scrupulous methods. When Konoha’s synthetic fertilizer threatens Sunagakure’s sales, the village launches Sunakara No. 2. Rasa also orchestrates a scheme involving scarce Grass Items and places the blame on Madara to protect Sunagakure’s reputation 330.
Sasori and the Undercover Network
After Kabuto calls for help against Sasori, Rasa confronts and captures the puppeteer. He later spares Sasori despite the murder of the Third Kazekage, seals the human-puppet technique in a Forbidden Scroll, and plans a secret burial for his teacher’s puppet body 98 99 105 106.
Sasori subsequently works on arcade hardware under supervision. Rasa also builds an extensive intelligence network inside the mysterious organization led by the masked man: when advising Nagato to infiltrate it, he says that everyone except the masked leader and Orochimaru is already on their side 170 325.
Political Standoff and the Fourth War
When other villages seek unified sealing of the tailed beasts, Sunagakure refuses to surrender the One-Tail. Rasa warns that coercion would drive both the village and Shukaku into the mysterious organization. The resulting standoff forces temporary recognition of Sunagakure’s legitimacy and noninterference in its operations 353.
Rasa declines consideration for command of the Shinobi Alliance. During the war, he reunites with the resurrected Third Kazekage, who praises him for finding a development path suited to the desert and says he has surpassed even the First Kazekage 359 360.
He seals the resurrected Second Mizukage in a golden coffin and deploys Kaguya’s puppet army against reincarnated enemies. Although the Five Kage are overwhelmed by Madara and the Ten-Tails jinchuriki, Rasa later rejoins their resistance and proposes the Spirit Bomb as a collective finishing move 365 368 369 370 372.
Retirement
The side stories establish that Sunagakure joined the Land of Rain after the Fourth War, forming the current Amegakure as one of the Five Great Ninja Villages. Kabuto becomes its leader 379 383.
Rasa retires to a residence in Amegakure, where he remains in contact with Shukaku. He requests a meeting with the visiting Sasuke and Boruto, whose origins interest him 383.

Rasa is cautious about risks that could damage either the village or his own standing. He refuses Black Zetsu’s invitation to attack Kirigakure during its internal strife and declines a friendly match in Konoha because losing could harm his reputation 200 293.
