Background / History

Kumogakure was a major military power during the Third Great Shinobi War. Under the Third Raikage, it formed a ninja army and launched a surprise assault on the Land of Wind border before the other villages could react, forcing Sunagakure to rush most of its combat forces to the frontier. Its rapid mobilization led other villages to conclude that it had prepared for war well in advance. 8

In late spring and early summer of Konoha Year 43, Kumogakure formally declared war on Konoha and Iwagakure, sending its prepared forces toward the borders of the Lands of Fire and Earth. This escalation helped turn the conflict into a war involving all Five Great Ninja Villages. 22

Kumogakure also conducted relentless operations against Sunagakure. Its forces initially surrounded the outnumbered Sand ninja during a battle personally joined by the future Fourth Raikage, A. 24 31 However, Rasa captured A, reversing the balance of power and forcing Kumogakure into negotiations. 35

Sunagakure secured Kumogakure's withdrawal, a non-aggression treaty, and compensation for losses. A's release was postponed until after the war, a condition Kumogakure accepted under pressure. 36 Despite the agreement, the war continued elsewhere, and Kumogakure later withdrew from its conflict with Konoha rather than formally surrendering. 43 51

After the Third Raikage's death, A succeeded him as the Fourth Raikage and immediately redeployed the Konoha-border forces against Iwagakure in pursuit of vengeance. 51 In the longer peace that followed the war, Kumogakure established commercial ties with Sunagakure, allowing Sand commerce to expand into the Land of Lightning. 159

Fourth Raikage Era

The Fourth Raikage and Killer B later attended Sunagakure's Chūnin Exams. Although A denied intending to provoke a conflict, Rasa considered Kumogakure's presence suspicious and ordered White Zetsu clones to monitor its ninja. 192

During Rasa's tour of Sunagakure's infrastructure, the Fourth Raikage bluntly criticized the village's character models as unattractive and unimmersive. 195 Despite such friction, Kumogakure and Sunagakure continued business dealings, including seafood trade. 355

As other villages sought to create the Ninja Allied Forces against the organization targeting Tailed Beasts, Kumogakure agreed to join and was offered aid and commercial opportunities. The Land of Lightning nevertheless hindered the alliance's formation by disregarding its urgency and considering Kumogakure the world's strongest village. 355

Fall and Allied Shinobi Forces

Kumogakure was attacked by four resurrected Kage: the Third Raikage, Second Tsuchikage, Second Mizukage, and Fourth Mizukage. The Fourth Raikage and Killer B fought them, but the Third Raikage—under outside control—warned his son to send Killer B to Konoha because the Eight-Tails could not be allowed to fall into enemy hands. 355

The village ultimately fell. The Fourth Raikage was left severely injured and unresponsive, while Killer B, the Eight-Tails' jinchūriki, was captured by the unknown organization. Kumogakure subsequently joined the Allied Shinobi Forces. 356

Killer B served as Kumogakure's Eight-Tails jinchūriki and was a central factor in the village's strategic decisions. Kumogakure could not easily abandon A during the earlier negotiations partly because doing so risked alienating Killer B, A's brother and right-hand man. 35
