Background / History
Rasa was the direct disciple of the Third Kazekage and Sunagakure's only known ninja capable of Magnet Release at the beginning of the Third Shinobi World War. Following his teacher's disappearance, his abrupt change in behavior led Chiyo and others to believe he had suffered a mental breakdown. Internally, Rasa regarded himself as both Rasa and “not Rasa,” carrying memories that gave him partial knowledge of the future. 1 2 5
Though initially frightened of war and reluctant to accept the burden placed on him, Rasa agreed to defend Sunagakure. He was assigned to guard the borders against Iwagakure and Kusagakure while Pakura watched Kirigakure. 2
During an ambush, Rasa used Gold Dust to shield his unit, then drew Iwagakure's pursuing force away so Moomu could lead the surviving Sand Ninja to safety. Sunagakure later believed him dead, while Rasa secretly survived, refined Gold Dust for funds, and used his lottery system to obtain the strength needed to destroy the pursuing Stone Ninja. 5 6 9 10
Rasa returned two months later, devastated Kusagakure's camp, recruited the Uzumaki woman Kana into Sunagakure, and became the village's foremost wartime symbol. His battlefield victories against Kusagakure, Iwagakure, and Kumogakure established him as the uncontested candidate for the Fourth Kazekage. 12 15 16 18 22
Personality
Rasa is pragmatic, opportunistic, and highly conscious of Sunagakure's limited manpower and resources. He frequently frames personal enrichment, gold panning, and lottery spending as necessary investments in the village's survival; despite his self-serving rationalizations, he repeatedly places himself in danger to protect Sand Ninja and refuses to abandon subordinates for political convenience. 5 16 21 52
As Kazekage, he favors economic growth, education, industry, and diplomacy over constant warfare. He is willing to manipulate rivals, exploit negotiations, and conceal information when he believes it benefits Sunagakure, notably using the captured Fourth Raikage as leverage and steering Danzo into a commercial alliance. 36 43 118
Rasa is also protective of his family and young people under his care. He takes in Kabuto, supports Kana, worries about his children, and allows Moomu to return to his family rather than prioritize village work over his subordinate's role as a father. 51 53 71 248
Abilities & Skills
Magnet Release
Rasa manipulates Gold Dust through Magnet Release, a power that makes him exceptionally dangerous in the desert and provides both defensive and offensive control of the battlefield.
- Gold Dust Shield — Raises wave-like barriers of Gold Dust to protect allies from explosions, weapons, and ninjutsu. 5
- Sand Gold Burial / Gold Dust Funeral — Causes Gold Dust and desert terrain to engulf and bury enemies over a wide area. 9 12 15
- Gold Dust Invisibility Technique — Uses surrounding dust and Gold Dust to conceal his movement in chaotic desert conditions; sensory ninja can still detect his chakra. 14
- Golden Coffin sealing — Compressed Gold Dust around the Second Mizukage into a coffin, incapacitating him during the Fourth Shinobi World War. 365
- His skill also enables him to detect changes in desert terrain and extract Gold Dust for sale. 5 6
Lottery System and Cards
Rasa possesses a lottery interface that converts resources into draws for cards, consumables, and temporary power-ups. He finances it by selling refined Gold Dust, though the conversion incurs a high handling fee. 6 7
- Chakra-restoration potions — Restore chakra rapidly, allowing him to continue fighting or refining Gold Dust while pursued. 7
- Hashirama Senju Chakra Experience Card — Granted him Shinobi God-level chakra for ten seconds, which he used to eliminate the Stone Ninja pursuing him; the power left him severely drained afterward. 10
- Desert Emperor Azir Character Card — Granted a three-minute enhancement that summoned hundreds of sand soldiers and enabled Quicksand Transportation. Rasa could use the soldiers as movement anchors but could not directly control them. 31 32
- Evil Sealing Wave — Generated powerful suction through a basin, but Killer B's partial Eight-Tails transformation resisted it. 33
- Sealing Art Reflection Technique — Redirected the sealing effect onto the Fourth Raikage, imprisoning A inside the basin. 34
Sand-Sand Fruit Abilities
Rasa gained sand-based abilities that supplemented his Magnet Release during his raid on Kusagakure.
- Elementalization — Allowed his body to disperse into sand and avoid direct attacks, but the effect was temporary. 12 13
- Desert Sunflower — Manipulates underground water veins and dunes to create quicksand that buries enemies and dries them out. 12
- The technique is strongest in the desert, where Rasa describes the terrain as responding like an extension of his body. 12
Strategy, Governance, and Economic Development
Rasa turned Sunagakure's postwar recovery into a long-term state-building project rather than relying solely on military strength.
- Introduced the First Five-Year Plan, directing villagers and ninja into gold-related alchemy and industrial work. 43 44
- Expanded agriculture, desert-control research, medical development, factories, roads, electrification, education, and trade. 59 67 70 166
- Developed Sunagakure's toy, arcade, competition, tourism, fertilizer, and manufacturing industries into major sources of income. 116 167 195 303
- Uses negotiations and commercial pressure as weapons, including forcing Kumogakure's withdrawal after capturing A and forming a trade alliance with Danzo. 36 118
Relationships
- Third Kazekage — Rasa's teacher and predecessor. Rasa inherited his Magnet Release legacy and later received the resurrected Kazekage's praise for surpassing him as Sunagakure's leader. 5 360
- Karura — His childhood companion, fiancée, and later wife. She remains devoted during his wartime absence; they have three children: Temari, Kankuro, and Gaara. 1 3 49 53 71 87
- Pakura — Former classmate, rival candidate for Kazekage, and trusted Sunagakure commander. She lent Rasa money before the war and later sent blessings and funds for his succession. 3 38
- Moomu — Loyal subordinate and Rasa's longtime right-hand man. Rasa entrusted him with command during the Iwagakure ambush, while Moomu became one of Rasa's strongest public supporters. 5 7 44
- Chiyo and Ebizo — Sunagakure's senior advisors who guided Rasa's rise and supported his succession. Rasa respects their service but disputes their willingness to sacrifice ninja for political concessions. 2 37 52
- Kana — An Uzumaki woman rescued from Kusagakure and brought into Sunagakure. Rasa values her chakra, Water Release potential, and medical talent, while also concealing the dangers of exploiting her vitality. 15 16 17
- Kabuto — An amnesiac boy Rasa allowed to remain in Sunagakure under Kana's care. Rasa recognizes his medical talent, treats him with familiarity, and later considers him as a possible Fifth Kazekage. 51 71 321
- Sasori — Formerly connected as teacher and student. Rasa defeats and confines Sasori after learning that he murdered the Third Kazekage and made him into a human puppet, but preserves him for atonement rather than executing him. 99 101 104
- Shukaku — The One-Tail initially restrained by Rasa, then employed in Sunagakure's development and eventually treated more like an unruly household companion and Gaara's mentor. 125 130 331
- Kaguya Otsutsuki — A powerful and unpredictable figure whom Rasa brings into Sunagakure's orbit. He attempts to direct her abilities toward village needs and later deploys her puppet control against the Impure World Reincarnation army. 61 77 368
- Shimura Danzo — A commercial and political partner whom Rasa manipulates into supporting Sunagakure–Konoha trade, competitions, and business expansion. 118 130 195
