Background / History

Jiraiya was an orphan who became a disciple of the Hokage. He later partnered with Tsunade and Orochimaru, becoming one of the Konoha Sannin. Though he and Tsunade constantly argued and fought, he eventually fell in love with her; her feelings were directed toward another man instead. 230

He declined any prospect of becoming Hokage, even promising Orochimaru a Women’s Bathhouse Entrance Permit if Orochimaru became the Fourth Hokage. 48 After the Third Hokage’s sacrifice and Konoha’s leadership crisis, Jiraiya again refused the Hokage position and accepted the task of locating Tsunade as Konoha’s Fifth Hokage candidate. 352
