Background / History

Jiang Ping'an conceived Ping'an City as a permanent refuge for the hundreds of thousands of Human Race captives liberated from the Great Canyon. The project was intended to concentrate Human Race strength, protect its residents from enslavement and predation by foreign races, and give them a place to grow. Zhang Yijie supported the plan with donations and intelligence assistance. 179 180 187

The site was established on the Black Abyss River Plain after Jiang Ping'an led ten thousand Human Race cultivators to drive out the Unicorn Winged Lions without exterminating them, avoiding unnecessary hostility from neighboring races. The city was named for both the peace it promised the Human Race and Jiang Ping'an, who united its builders. 190

More than 600,000 people from Yu Feng Great Canyon were relocated to the construction site and earned Essence Stones or contribution points through labor. Zhang Yijie, Qin Peiyuan, and other Human Race powerhouses oversaw the work, while cultivators arrived from across the region to support the project. Sage Peng Qingyang alone donated 50,000 Top-Grade Spirit Stones. 190

The original city was completed in seven months. Its opening was followed immediately by land and housing auctions, and it rapidly became a prosperous Human Race center. 190 191 195

Destruction and return

While Jiang Ping'an was away, Zhong Sheng Temple besieged Ping'an City to force him to appear. Demonic beasts destroyed the city, and many inhabitants were plundered or scattered. Jiang Ping'an later learned the perpetrators' identity from Zhu Yan and began retrieving survivors from Qingqiu City. 226 246 261 262

The city was rebuilt with stronger formations, a new three-layer urban structure, and reconstruction contribution points that gave participating residents priority in subsequent land auctions. 279 327

Later development

After reconstruction, Ping'an City cultivated the Black Abyss River Plain and surveyed the Great Luo Mountains. A Spirit Stone Mine discovered in the mountains became a major source of wealth, producing more than 30 million Spirit Stones in a month after entering production. 327 369

The city's growing population, resource needs, and unemployment led to the construction of Moonrise City on the Black Abyss River Plain under Ping'an City's jurisdiction. 433 447

When Jiang Ping'an prepared to move the Great An Kingdom's capital to the Divine Origin Ruins, he designated Ping'an City as a secondary capital. Its administration, military presence, industries, and continued development were explicitly preserved. 924
