Background

Guilliman was raised on Macragge by King Konnor and inherited both his adoptive father’s legacy and the Ultramar 500 Worlds. Compared with most Primarchs’ brutal formative years, he grew up among friendly humans, political institutions, and material security; this privileged upbringing became a major source of resentment among his brothers. 202 384 452

During the Great Crusade, Guilliman developed Ultramar as a self-sufficient and expanding domain. Other Primarchs interpreted the Ultramarines’ territorial focus, vast recruitment base, and independent industrial capacity as evidence of ambition, even when Guilliman’s stated priority was defending and improving his people’s lives. 86 202 400

He was initially drawn into Mordred’s political orbit through agreements and technological exchanges, including arrangements for Atlas to support Fenrisian infrastructure and military supply. His relationship with Mordred repeatedly shifted between distrust, rivalry, cooperation, and family loyalty. 57 93 101

After the Great Crusade and the disappearance of Atlas, the incapacitated Emperor placed the Imperium’s administration in Guilliman’s hands. The Codex became Guilliman’s most controversial legacy. Later generations treated its provisions as immutable law, while many Astartes blamed him for dismantling the Legions and enabling the High Lords’ dominance.
