Imu initially treats Haki as a central part of Sea Star’s power system and sends Mihawk to Wano to oversee its spread alongside swordsmanship. Advanced techniques had previously been closely guarded by major figures; most Vice Admirals knew only Armament Coating and Hardening, with varying Observation ranges 238 490.
After Imu orders all Haki techniques disclosed within the military, Vice Admirals and Rear Admirals generally learn Emission over approximately a year, with some acquiring Internal Destruction.
