When The Batman Who Laughs led the Evil Nobles into the depths of the Hall of Heroes, he saw Monitor Wu Tan sitting in his seat, looking at him with a grim expression.

At this point in history, Monitor was in the midst of splitting himself apart. He divided himself from one person into an entire race. One of his incarnations participated in Justice Incarnate's mission to drive out the Empty Hand. Yet we later learned what became of Nix Uotan:

In short, this incarnation of Monitor was unfortunately corrupted into an Evil Noble by the Empty Hand through the Anti-Death Equation, and all the fallen heroes of Earth-7 were turned into the Empty Hand's army.
This was also the only time the Empty Hand had successfully corrupted a Sixth Dimension God of Monitor's level. However, he had not anticipated that Monitor had countless incarnations. Nix Uotan was merely one of his many incarnations. In the end, this corruption became useless and achieved nothing. Instead, Monitor used the corruption to figure out the Empty Hand's identity, then guided Justice Incarnate to successfully drive him away.
But now, the hidden danger buried many years ago had finally reached the point of erupting. Monitor had been found at this moment, and to the Empty Hand, this was absolutely a once-in-a-millennium opportunity.
