History
Stormreach Bay began as a gathering place for pirates. As demand for Xyberis Dragonshards increased, the Twelve Dragonmarked Houses and several national navies eliminated the strongest pirate factions and turned the bay into a relatively stable port. The surviving pirate groups became the Storm Council, which governed with the tacit approval of other powers. 75
The settlement is constrained by Xi'endrick's curse: intelligent settlements that grow beyond a certain scale face severe natural disasters. This limitation contributed to scarce upper-class housing, while the underground ruins beneath the settlement remained dangerous and inhabited by undead. 180
During the Green Rain outbreak, the Dragonmarked Families suspended business operations, Dragonshard values temporarily fell, and infected civilians caused widespread panic.
