Shanhetal is the central hub of Qingzhou and holds greater prestige and strength than Qingzhou’s Four Great Departments. Its headquarters occupies the highest peak of Qingzhou City, a vast mountain-built capital protected by a no-fly formation; Shanhetal martial artists are among the few permitted to travel through its skies. 197
Wu Shentong inherited command of Shanhetal from his master and used its authority to restore Imperial Court influence across Qingzhou. His leadership combines overwhelming personal strength with extensive planning, elite recruitment, and control of major resource sites. 232 234

A newly appointed Shanhe Envoy can receive control over a mountain residence with formations, Spirit Fields, a Spirit Spring, Spirit Planters, and mortal attendants. Lu Yang’s assigned mountain contained twenty mu of Spirit Fields, a Mid-grade Spirit Spring, twenty Spirit Planters, and over a thousand mortals. 229
