It was the power of Law Chen Yi had gained by advancing Creation and Transformation.
Universe in the Sleeve meant that Chen Yi could create a space of his own within his hand, capable of containing all things. He was the master of that space, able to govern everything within it and define every rule of its world.
"Universe in the Sleeve" might sound a little literary. Give it another name, and everyone would recognize it.
Inner heaven and earth!
Once Chen Yi possessed his own inner heaven and earth, he defined every rule of this small world in the flash of a spark.
There was no need to invent things out of thin air. He only had to trace a gourd from an existing gourd.
Whatever the outside world was like, his small world would be like that too.
Then again, since he already had a world of his own, why not customize it to his tastes?
Why not make the clouds red, the water black, and give cattle and horses eight heads?
Because the prerequisite for customizing a world's rules was making sure that set of rules could actually function.
Setting things at random would only generate a heap of bugs. Such a world could not operate at all, and would soon collapse back into chaos.
Chen Yi did not want chaos and nothingness. He needed a space that could contain the Human World, something like another Void Realm!
So he only needed to set it up according to the Void Realm's standards.
