Authority and Administration

The Heavenly Court is the celestial administrative body of the Three Realms, headed by the Jade Emperor and centered on the Hall of Miraculous Mist. Its ranks include the 365 Orthodox Gods as well as lesser divine and immortal offices. Before the Jade Emperor's reforms, many high offices were effectively controlled by the Interception Teachings, while Taishang Laojun and his allies controlled additional religious and celestial influence. 9 12 13

• The Jade Emperor declares that all 365 Orthodox Gods and every subordinate office will henceforth be personally appointed, promoted, and selected by him. 13
• Fire Lord Star Lord is executed after challenging this decree, and the minor heavenly soldier Li Er is immediately appointed to replace him. 13
• Gods who leave in protest—including Taishang Laojun, the Four Heavenly Masters, Pagoda-Bearing Heavenly King Li Jing, and numerous Interception Teachings gods—have their posts removed and their immortal registers erased by imperial order. 13

Defenses and External Power

Heavenly Court Protective Formation

The Heavenly Court is protected by a grand formation established by Dao Ancestor Hongjun using the power of the Heavenly Dao. At full strength, it is described as capable of withstanding even a Sage's attack. 28

• The Jade Emperor activates the formation during his battle with Taishang Laojun, trapping him briefly. 28
• By drawing on the formation and the power of the Three Realms, the Jade Emperor temporarily raises his strength to the Early Sage Stage. 28
• The Grand Pure Sage damages the formation with repeated attacks, though it does not immediately break. 29
• Sect Master Tongtian reinforces the Heavenly Court's defense with the Immortal Slaying Sword Formation. 30
• Dao Ancestor Hongjun later revokes the Protective Formation and suspends the Jade Emperor's ability to mobilize the Three Realms' power. 32

The Power of the Three Realms

While his authority remains active, the Jade Emperor can draw on the power of the Three Realms through the Heavenly Court.

• He uses this authority to immobilize Guanyin in the Hall of Miraculous Mist, allowing Taibai Jinxing to strike her. 14
• The same power is used alongside the Protective Formation to elevate the Jade Emperor's combat strength against Taishang Laojun. 28

History

Initial Internal Division

The Heavenly Court begins as a fractured institution in which the Jade Emperor is formally the orthodox ruler of the Three Realms but lacks practical control over many gods, soldiers, and major offices. Interception Teachings members hold numerous key posts, while Taishang Laojun's faction retains extensive influence. 3 9

The Jade Emperor initially seeks to use the Journey to the West affair to eliminate internal dissidents, reorganize the mortal realm, and gain full control of the Heavenly Court's forces. 3

Centralization Under the Jade Emperor

After receiving Zhang Yifan's encouragement to remove and replace those who refuse obedience, the Jade Emperor convenes a grand court session and claims direct appointment authority over the entire celestial bureaucracy. 9 12 13

Fire Lord Star Lord's execution and Li Er's promotion trigger a mass departure of established gods, leaving behind mainly officials without powerful backing. The Jade Emperor treats the departures as an opportunity to rebuild the court around loyalists. 13

The court then bars Guanyin from entering without an imperial summons. When she demands that the Journey to the West proceed, the Jade Emperor denies that such a journey exists, has her struck, and expels her from the Heavenly Court. 13 14

Conflict with Taishang Laojun

The Jade Emperor gives Taishang Laojun three days to submit or die, then summons the gods to witness his execution when Laojun refuses to answer the court's call. 22 27

Taishang Laojun and the Jade Emperor battle above the Heavenly Court. Empowered by the Protective Formation and the Three Realms, the Jade Emperor reaches the Early Sage Stage and beheads Taishang Laojun with the Dog Head Guillotine. 28 29

The killing brings the Grand Pure Sage against the Heavenly Court. The Jade Emperor's refusal to yield rallies the remaining heavenly gods, the Queen Mother, and the Seven Fairies to stand with him until Sect Master Tongtian intervenes to defend the court. 29 30

Hongjun's Sanction

Dao Ancestor Hongjun intervenes after the clash between the Grand Pure Sage and Sect Master Tongtian. He holds the Jade Emperor responsible for obstructing the Journey to the West Tribulation, killing a Sage's clone, and insulting Sage authority. 32

Hongjun removes the court's grand formation, suspends its access to the Three Realms' power, and strips the Jade Emperor from peak Quasi-Saint to late Grand Unity Golden Immortal. 32 33
