Background

Minato serves as Konoha's Fourth Hokage during Obito's Nine-Tails assault. Using Flying Thunder God: Second Step and Rasengan, he severely wounds Obito, places a teleportation mark on him, and uses a Contract Seal to sever Obito's control over the Nine-Tails. He then transfers both the Nine-Tails and its Tailed Beast Bomb away from Konoha despite the extreme chakra cost. 12 13

Rather than immediately seize power from Konoha's old leadership, Minato initially chooses gradual reform. He takes control of the Education Department, expands opportunities for civilian ninja, promotes newly developed ninjutsu and elemental techniques, and creates school competitions and exhibitions to weaken the entrenched clan monopoly on knowledge. 30
