Background

Tobirama is Hashirama Senju’s younger brother and one of Konohagakure’s foundational leaders. While Hashirama serves as the village’s public symbol, Tobirama handles much of its discipline, administration, and security; even foreign observers perceive him as the more active political leader. 1 38

After succeeding Hashirama as Second Hokage, Tobirama establishes institutions intended to stabilize and centralize Konoha: the Ninja Academy, Anbu, and Konoha Military Police Force.
