History
Founding
Following the fall of Joy Boy's Great Kingdom eight hundred years earlier, Im established the World Government as an alliance of kingdoms intended to mediate disputes and maintain peace. The royal families of twenty founding nations relocated to the Red Line, established Mary Geoise, and became the World Nobles, later known as the Celestial Dragons 683.
In its early era, the World Government effectively maintained stability, and additional kingdoms joined its alliance. Its long-standing role in preserving order was a major reason the Marines continued to defend it despite its later corruption 683.
System of rule
The World Government publicly presented the Void Throne as empty and symbolic, with affiliated kings swearing before it as nominal equals. Im's existence and ownership of the throne were hidden because confirmation of a ruler above the member kings could have triggered mass secession 177.
Its authority relied heavily on the Marines: nations that lacked their own navies became dependent on Marine protection, while Heavenly Gold funded the ruling structure and the Celestial Dragons' lifestyle. Powerful member states, however, often maintained their own naval forces and exercised significant independence 177 232.
Decline
The Government's prestige deteriorated amid corruption, the Golden Sea War, financial exhaustion, and the loss of affiliated nations across the Four Seas. Several nations concluded that continued Heavenly Gold payments were unjustified when the Government and Marines could no longer provide protection 426 456 459.
The exposure of its deception of the Giant race further damaged its legitimacy. Oimo and Kashii had guarded Judicial Island for more than thirty years after being falsely promised that Dorry and Brogy would be released if they served for a century; their departure prompted Giant Marines to resign as well 486.
The burning of Mary Geoise and liberation of approximately seventy to eighty thousand slaves dealt another major blow to the Government's authority. In response, it launched a severe global crackdown against the Revolutionary Army, exposing embedded agents and destroying numerous hidden bases 509 510.
Final collapse
After the Heavenly King was stolen, Im awakened and consolidated the Government's divided forces under a single command. The Government launched extensive operations against the Flying Pirates, but suffered repeated losses among CP0 and other elite personnel 522 524.
Its later campaign against the Night Pirates was disastrous: Army Admiral Vulture, CP0 Vice Leader Alastair, CP0 Leader Zero, Admiral Black Pigeon, and numerous agents were lost. The resulting shortage of top-tier combatants forced the Gorosei to demand additional forces from the Celestial Dragon families 657 658.
The Night Empire and Revolutionary Army eventually launched a joint assault on Mary Geoise. The Heavenly King's bombardment devastated the Holy Land, after which the remaining Government forces, World Nobles, and elite defenders were attacked on the ground 680 682. The World Government and World Nobles were destroyed, leading to Teach's recognition as the “King of the World” 686.
