Background / History

Konoha is home to the Uchiha Clan, one of its founding clans and described as the village's strongest ninja clan. The clan's influence and demands for status create continuing friction with the village's higher-ups, who are unwilling to accept power matching the Uchiha's military strength 8 14.

The village's leadership regards Uchiha Gen as a potential successor to Kagami Uchiha: a politically reliable Uchiha who could help bridge the divide between the clan and Konoha's command structure 8 136.

Governance and Institutions

• Hokage administration — The Third Hokage, Hiruzen Sarutobi, monitors Academy graduates, directs counterintelligence operations, promotes exceptional shinobi, and presides over the Jonin Conference 8 43 136 144.
• Jonin Conference — A gathering of nearly one hundred jonin that addresses military arrangements, appointments, administration, work reports, and village security concerns 144.

Kumogakure Delegation Incident

A Kumogakure envoy arrives in Konoha amid tense peace negotiations. Kumogakure shinobi subsequently kidnap villagers and target Kushina, prompting Konoha shinobi to mount rescues and Hiruzen to order a joint search for foreign spies operating in the village 36 42 43.

Nine-Tails Sealing

Konoha completes the Nine-Tails' sealing during Mito Uzumaki's trial for the next generation. The event marks the transfer of responsibility from Mito's generation to Hiruzen and the younger shinobi 56.

Land of Rain War

Konoha establishes a military camp in the Land of Rain and commits genin, chunin, jonin, and medical personnel to the conflict 68 71 83. Its forces fight Sunagakure, Iwagakure, and Amegakure while Orochimaru, Jiraiya, and Tsunade assume major command and combat roles 71 94 95 99.

After confronting Hanzo, Orochimaru persuades Amegakure to pursue an alliance with Konoha, reshaping the village's battle plans 99 100 104.

Medical Department Debate

The Jonin Conference debates Tsunade's proposed Medical Department. Although wartime pressures initially block the plan, support from Orochimaru and many Uchiha jonin shifts the discussion; Hiruzen later authorizes the department under restrictions 144 145.

Conflict with Kumogakure
