Background / History
Kisame served in Kirigakure’s Intelligence Protection Force and formerly acted as Kazama Kaguya’s Jonin instructor. His defining principle is that intelligence must be acquired and protected regardless of the personal cost; he considers shinobi unable to protect information unworthy to live. Kazama’s retirement was partly prompted by the psychological trauma of witnessing Kisame destroy comrades to safeguard intelligence. 2 3
Kazama exploited this uncompromising creed by offering verified intelligence about the Fourth Mizukage’s controller. In exchange, Kisame agreed to protect the defecting Kazama for three months without restricting his freedom, despite later recognizing the arrangement as a trap. 3 8 11
While investigating Kazama’s intelligence, Kisame secretly observed the Kaguya Clan’s clash with the Fourth Mizukage and confirmed the Mizukage’s abnormal behavior. He reported the matter to Elder Genji rather than his superior, Suikazan Fuguki, establishing a connection that later allowed him to learn of Fuguki’s betrayal in advance. 56

Kisame meets Kazama at a secluded ramen shop to receive intelligence. His duty to protect information leads him to accept a three-month protection arrangement, only to discover that Kazama has defected from Kirigakure and that the village has issued a hunt order against him. 3 8
He rescues Kazama after Itō Keisuke’s ambush, then reluctantly agrees to continue protecting him in exchange for intelligence regarding the Fourth Mizukage’s controller. 10 11
Konoha Operation
Kisame remains outside Konoha’s barrier in the Forest of Death to avoid detection, leaving Kazama a shark summon for emergencies. He responds to Kazama’s signal in forty-five seconds from ten kilometers away, then is pressured into reducing his response time. 14 17
