Background & History

Konoha was established when Hashirama Senju and Madara Uchiha united the Senju and Uchiha clans, then brought other clans—including the Sarutobi, Nara, Akimichi, and Yamanaka—into the new village. Clan ninja remained the foundation of its fighting force even as civilian ninja became more common. 157 165

During Hiruzen Sarutobi's tenure as Third Hokage, Konoha was regarded as one of the world's strongest hidden villages and the military pillar of the Land of Fire. Hiruzen's administration brought Toneri, the Two-Tails' Jinchūriki, into the village and attempted to integrate him through the Nara household and Ninja Academy rather than turn him into Root's weapon. 15 19

The Third Shinobi World War began after Sunagakure blamed Konoha for the Third Kazekage's disappearance. Konoha rapidly deployed 3,000 ninja toward the Land of Rain under Orochimaru and Toneri, then faced expanding conflicts with Sunagakure, Iwagakure, and Kumogakure. 188 189 194

Internal conflict escalated when Toneri exposed Danzō's human experimentation and seized control of Root. He later used public opposition to Konoha's alliance with Iwagakure to force Hiruzen's abdication, becoming the Fourth Hokage. 267 270 271

Under Toneri, Konoha ended its wartime system, rebuilt quickly, expanded its resources, and entered a period of military-focused development. It became the strongest of the major hidden villages, though Toneri continued preparing it for threats from Akatsuki and the wider Shinobi World. 286 288 327

Governance

Hokage Administration

• The Hokage's legitimacy traditionally requires recognition from the Land of Fire's Daimyō, who also controls the village's principal budgetary appropriations. 157
• After formally gaining the Daimyō's recognition, Toneri secured a 50% budget increase for Konoha. 286
• Toneri released the former advisors Utatane Koharu and Mitokado Homura from genjutsu and granted them retirement. 272
