Background

Hiruzen served as Konoha’s Third Hokage and de facto administrator during a period in which the village was one of the strongest hidden villages. Known as the “Shinobi World Professor,” he was regarded as Konoha’s strongest individual when Toneri was brought to the village. 15

A disciple of the Second Hokage, Tobirama Senju, Hiruzen experienced several shinobi wars and built the reputation of a “Shinobi Hero.” He is credited with sustaining and strengthening Konoha through a period when the village had lost earlier generations of top fighters. 139 265

Personality

Hiruzen places Konoha’s security above his personal preferences. He is willing to assert his authority over the village’s advisors and Root when he believes their proposals threaten the village’s long-term interests. 19

This conviction leads him to reject Danzō’s plan to turn Toneri into a weapon and instead arrange for Toneri to live with the Nara family, attend the Ninja Academy, and gradually form attachments to Konoha. 19 27
