History

For roughly eight hundred years, the Holy Land functioned as the residence of Celestial Dragons—the descendants of the World Government’s founding kings and later elevated royal families. Its inhabitants received extensive privileges funded by Heavenly Gold collected from affiliated nations. 179 180 The Knights of God protected this ruling class, while CP units and Navy personnel provided additional security. 37 164

Following Akira’s takeover of Marine Headquarters, the Holy Land initially ordered his execution and regarded his uprising as a rebellion. 6 172 Akira nevertheless entered Mary Geoise with a small party, negotiated directly with Imu and the Five Elders, and compelled them to sign the Mary Geoise Treaty. Copies of the treaty were sent to member nations, marking the beginning of a new balance between the Navy and the World Government. 55 58

The Holy Land later became the site of Akira’s reckoning against the Marcus and Shepherd families. Doflamingo enclosed Mary Geoise in a gigantic Birdcage, isolating it from the outside world and damaging its artificial forests and terrain as the threads contracted toward Pangu City. 172 174 After Marcus Mars and Shepherd Ten Pitt were defeated, Akira ordered the arrest and subsequent execution of their families; the purge eventually killed more than 50,000 members. 177 179 181

Akira’s reforms dismantled the traditional Celestial Dragon order. Slaves were released, the slave arena was retired, Celestial Dragons were subjected to compulsory rules and labor, and their accumulated assets were seized for Navy use. 181 182 350 353 By the time of Shanks’s return, Celestial Dragons could be seen working in government uniforms, greeting colleagues politely, and saluting Navy soldiers. 477

Celestial Dragon Reforms

Abolition of inherited privilege

Akira regarded Celestial Dragon privilege as a source of instability, arguing that a non-producing ruling class living on taxes from affiliated nations could no longer be sustained. 190 The reform proposal distributed to Holy Land residents made clear that the privileges they had held for eight centuries were ending. 353
