Background / History

Before the takeover, Marine Headquarters served under the World Government and was required to protect the Celestial Dragons, even when civilians received no protection from their abuses. Its leadership also faced an approaching succession problem, with few younger officers considered capable of replacing Sengoku, Garp, and the Three Admirals. 21 27

At the time of the mutiny, Headquarters possessed one hundred thousand elite soldiers and was described as the World Government's most formidable war machine. Akira's stated objective was to unite its Admirals, Vice Admirals, officers, and soldiers under one command, severing the World Government's ability to use the Navy as a divided instrument. 5

Spring of Marineford

Vice Admiral Hound's forces seized the Marineford armory and entered the Headquarters building, forcing personnel to choose between joining Kaku's new war or dying. Communications were cut off as the mutiny isolated Marineford from outside intervention. 8 13

Marshal Sengoku publicly declared that Kaku would temporarily exercise the Marshal's authority, warning that continued resistance would turn Marineford into a bloodbath and that resisters would be treated as traitors. 20

The new regime eliminated senior opponents including Onigumo, Doberman, and Menard. Personnel associated with the defeated faction were offered departure by warship, while most remaining officers ultimately pledged loyalty after Sakazuki and Borsalino also aligned with Kaku. 24 28

Kaku's defeat of Garp with Divine Evasion demonstrated the new Marshal's strength to the entire base. He then ordered a full year's salary to be issued to all officers and soldiers, strengthening Headquarters' internal support. 30 31

Later historians named the mutiny the Spring of Marineford and the era it began the Golden Age of the Navy. 58

Organization

Akira later planned to create three additional Admiral positions, including an army named after Gion's codename, Momousagi. 77

Personnel Welfare and Loyalty

• Headquarters issued a full year's salary in advance to all officers and soldiers after the mutiny. 31
