Conqueror's Haki is described as an innate “qualification of a king,” possessed by roughly one person in a million. It cannot be cultivated from nothing; its growth is tied to the wielder's own strength. 23

Kaku initially concealed both his awakening and his ability to coat a sword with Conqueror's Haki. The revelation during his confrontation with Admiral Sakazuki shocked the Marines, who regarded Haki Wrapping as a level normally associated with Sea Emperors and legends. 11
