"I know what Amber Lead was really used for, but why would the World Government allow people in Flevance to mine such important Amber Lead? Wouldn't it be easier to keep things secret if they mined it themselves?" Dragon continued.

"Mr. Dragon, that's because the World Government sent people to investigate Flevance more than a hundred years before Amber Lead mining took off. They knew the truth all along: once Amber Lead was mined, it poisoned people, and prolonged exposure caused Lead Disease.

"The toxins gradually accumulated in the sick citizens, shortening each generation's lifespan. In about a hundred years, the people of the country would be wiped out.

"But to get their hands on the Amber Lead, the World Government conspired with Flevance's royal family to hide the truth and persuade the people to mine it.

"That caused the people of Flevance to grow steadily shorter-lived. Those who fell ill could only watch as their skin and hair turned whiter and whiter, then die in agony all over their bodies."

"So that was the truth behind Flevance's so-called contagious disease?

"I still gave the World Government too much credit. Flevance was an Affiliated Nation, and yet they destroyed an entire country just to get their hands on some Amber Lead. The World Government really is rotten to the core," Dragon said, his face darkening.

"Exactly! The World Government is beyond saving. You could say Ohara was destroyed because it uncovered a Poneglyph it shouldn't have, but Flevance did nothing at all. Its people were wiped out just because Amber Lead lay beneath their land. It's tragic."

"If mining Amber Lead is so dangerous, why bring it up, Mosen?" Dragon asked, changing the subject.

"Mr. Dragon, we can't mine Amber Lead ourselves, but someone else can do it for us."

"Who would be willing to risk their life and their descendants' health to mine it?" Dragon asked with a frown.

"People who have no feelings and no descendants, of course. Mr. Dragon, you know that Vegapunk used to lead an organization called MADS, right?"

"I do. Queen, one of Kaido's men, was in it, as were Vinsmoke Judge of the Vinsmoke Family and Caesar Clown."

"According to Vegapunk's data, Vinsmoke Judge can use Lineage Factors to create clones called Clone Soldiers.

"Judge created the Clone Soldiers by modifying babies' Lineage Factors. They had powerful physiques and obeyed orders absolutely. Judge built the ideas of 'not fearing death' and 'never betraying' into their Lineage Factors, without the soldiers themselves knowing it. It takes only five years to produce a twenty-year-old soldier.

"Vinsmoke Judge's greatest wish in life is to restore the Vinsmoke Family to its former glory in the North Blue.

"Unfortunately, although the Vinsmoke Family is a nation in name, it has no territory. They're like duckweed with no roots, so their goal will be difficult to achieve.

"So we can use this opportunity to work with the Vinsmoke Family for now and help them take control of Flevance. That would give the family a homeland, and we could use them to gain control of some of the Amber Lead."

Frowning, Dragon asked, "But didn't you say Amber Lead isn't suitable for making weapons, and its real purpose is to charge them? What use is it to us if we don't have any weapons?"

"We do have a weapon, Mr. Dragon. Take a look." Mosen pulled the Munch-Munch Fruit from his clothes.

"Is that a Devil Fruit?"

"Yes. It's the Paramecia-type Munch-Munch Fruit. It's very special. The Devil Fruit user who eats it can consume anything, including metal.

"After eating metal, the user can also imbue it with 'life,' turning it into a living thing with the ability to repair itself."

"Metal that can repair itself? That would certainly make a good weapon. So, Mosen, are you planning to use this fruit to produce a lot of self-repairing metal and then turn it into weapons?"

"No. This Memory Alloy is difficult to mass-produce, and it has a wide range of uses. It's suitable for many applications, so once we make it, it'll be extremely valuable.

"One of our people can eat this fruit and make money by producing Memory Alloy. We can use that money to build up our forces. In two years, once we have enough strength, we can go to Wano Country."

"Wano Country? Do you mean the homeland of Kozuki Oden, the samurai who was the Whitebeard Pirates' Second Division Commander?" Dragon asked after a moment's thought.

"That's right, Mr. Dragon. Wano Country is where Seastone comes from, and its craftsmen know how to work with it. There's also a local mineral called Iron Sand, which is ideal for making weapons.

"The country is isolated overseas and closed off to outsiders, making it very difficult for the World Government to infiltrate. It would be the perfect place to build a weapons factory.

"The country is also facing some trouble right now, which gives us an opportunity.

"If we help Wano Country deal with that trouble, we can work with its shogun to run a weapons factory together."

In the original story, after Luffy took down Doflamingo, Revolutionary Army soldiers infiltrated Dressrosa and destroyed Doflamingo's weapons factory. Dragon later received a report that mentioned Iron Sand.

Kaido was the biggest buyer of the Artificial Devil Fruits sold by Doflamingo and Caesar Clown.

To pay for the Artificial Devil Fruits, Kaido set up weapons factories in Wano Country and began producing weapons in large quantities. Some of those weapons contained Iron Sand.

After Doflamingo fell, the supply chain for weapons made with Iron Sand was severed. Many armed groups had no choice but to surrender because they couldn't get suitable weapons.

Even CP0 went to Wano Country specifically to meet with Kurozumi Orochi after its supply of weapons containing Iron Sand was cut off. In the end, it even took part in the battle on Onigashima.

That showed just how important Iron Sand was.

At this point in time, Kaido and his crew had already taken over Wano Country.

About two years later, Kozuki Oden would fight Kaido. If the Revolutionary Army showed up in Wano Country at the right moment and helped Kozuki Oden defeat Kaido, cooperation between the two sides would follow naturally.

That was why Mosen wanted the Revolutionary Army to grow as much as possible over the next two years.

Mosen's suggestion made Dragon's eyes light up. From acquiring Amber Lead, to Memory Alloy, to weapons made with Iron Sand, Mosen had laid out a clear plan for the Revolutionary Army's future.

If they followed Mosen's plan, the Revolutionary Army should grow quickly and soon be able to fight the World Government.

It was no exaggeration to say that Mosen's advice that day had, in a sense, laid the foundation for the Revolutionary Army's future.

Dragon suddenly thought that with a mind like Mosen's, it was a waste for him to remain undercover in the Marines. He should join the Revolutionary Army instead.
