Background

Dragon rescued Mosen while he was being pursued by Celestial Dragon slaves on Sabaody Archipelago. He brought Mosen to Water 7, entrusted him to a Navy Vice Admiral, and left him on the path to becoming a Marine 1 296.

After learning that Celestial Dragons had killed Mosen’s parents, Dragon accepted Mosen into his still-forming cause. At the time, Dragon had only resolved to overthrow the Celestial Dragons; he instructed Mosen to remain in the Navy, recover, and await further instructions while he searched for a viable path forward 2.

Dragon later established the Revolutionary Army’s initial doctrine: build an organization, quietly accumulate military strength, and erode World Government influence through smaller countries before confronting the wider order. He recruited Mosen as his only confirmed Navy informant and considered principled pirates potential allies rather than relying solely on civilian recruits 13 14 28.

During the Ohara Buster Call, Dragon infiltrated the island with Mosen. While Mosen retrieved texts on Poneglyphs and Lineage Factors, Dragon used his power to lift and conceal thousands of books in the clouds, preserving a fraction of the Tree of Knowledge’s collection 30.

As the Army expanded, Dragon incorporated Mosen’s proposals concerning Ancient Weapons, Flevance’s Lead Ore, Memory Alloy, and Wano’s industrial resources into its long-term plans 24 25. He also recruited former Impel Down prisoner Mori and his underground force, then persuaded Vinsmoke Judge to cooperate by offering Wapol Metal, territorial influence, and access to Flevance 63 65 66 80.

Dragon personally intervened when the Donquixote Family attacked the Vinsmoke-held territories. He restrained Doflamingo, forced his retreat by threatening to capture his executives, and deliberately spared him to avoid drawing the World Government’s full attention to the still-fragile Revolutionary Army 82 83.

In Wano Country, Dragon led Revolutionary Army forces alongside the Whitebeard Pirates to oppose Kaido and rescue Kozuki Oden. Although the Army suffered severe losses, Kaido withdrew from Wano and paid Dragon 1.3 billion Belly as ransom, giving the organization funds to continue developing 131 144.

Dragon also led the Revolutionary Army’s involvement in the Mary Geoise slave-rescue operation. Afterward, he and Mosen transferred rescued slaves through the Drum Kingdom while the World Government began investigating the unknown organization that had aided Fisher Tiger 240 263 264.

When the Navy began closing in on the Revolutionary Army, Dragon and Mosen arranged for his identity to be revealed and staged an ideological break. Dragon openly admitted to Garp, Kuzan, and Mosen that he had founded the Revolutionary Army, then fought Mosen on a deserted island. He overwhelmingly controlled much of the battle, though Mosen awakened Conqueror’s Haki infusion during the clash 295 297 298.

The Revolutionary Army subsequently accelerated its campaigns against oppressive regimes, shifting its aim from merely overthrowing the World Government to creating a better world. Years later, Dragon prepared the Army for all-out war with the World Government and directed its forces during the decisive conflict around Jaya Island 307 352 394.

Personality

Dragon is a patient, long-range strategist. Rather than seeking an immediate uprising, he initially prioritized organization-building, intelligence gathering, military strength, and gradual expansion through nations the World Government overlooked 13 14.

He is willing to use deception, political pressure, and calculated sacrifices to protect the Revolutionary Army’s survival. He manipulated the conflict between the Vinsmoke and Donquixote Families, withheld direct aid until Judge needed him, and spared Doflamingo because killing him could have exposed Mori’s forces to retaliation 79 83.

Despite this pragmatism, Dragon’s objective is rooted in protecting ordinary people from oppressive rule. He rejects reducing people to tools—even when discussing the strategic value of Poseidon—and opposed Kaido in Wano because of Kaido’s disregard for its citizens 144 261.
