History

Formation and foundations

Before the organization was formally established, Dragon saved Mosen and accepted his desire to join the future cause against the Celestial Dragons. Dragon instead instructed Mosen to remain in the Navy while he searched for a means to overturn their rule. 2

Dragon later defined the Revolutionary Army's initial strategy: build military strength in secrecy, expand through unstable World Government-affiliated nations, erode the Government's influence, and ultimately overthrow it. Mosen accepted a long-term assignment as a Navy spy to supply intelligence. 13

Mosen's strategic proposals heavily shaped the Army's development. He urged Dragon to seek Ancient Weapons through Poneglyph research, secure Flevance's lead ore as a potential energy resource, acquire advanced materials, and develop weapons manufacturing capacity. Dragon regarded these plans as foundational to the Army's future. 24 25

Baltigo became the Army's headquarters after Dragon recognized the island's value beyond its original function as an orphan shelter. 111 In its early period, the Army's known manpower was limited: Mori and roughly 1,000 personnel represented much of its available strength during the confrontation with Doflamingo. 83

Mary Geoise slave rescue

The Revolutionary Army covertly supported Fisher Tiger's assault on Mary Geoise. Dragon intentionally allowed Tiger and the Fish-Man group to remain the visible force while the Army infiltrated from the shadows, using released beasts to distract guards and evacuating slaves during the chaos. 239 241 242

The operation involved Dragon, Mosen, Mori, Belo Betty, Mia, Kuma, and Patrick Redfield. Mosen infiltrated Mary Geoise disguised as a Marine, freed enslaved people and beasts, and removed Boa Hancock and her sisters' collars. 240 242

The Army escorted Tiger's group through Mary Geoise, fought CP0 agents, and extracted some escaped slaves for recruitment and protection. Roughly three-fifths of the Celestial Dragons' slaves escaped during the incident; others remained aboard Tiger's ship, where Revolutionary Army infiltrators monitored for World Government spies. 243 244 252

Tiger knowingly accepted public credit for the liberation rather than expose the Army's involvement, judging their assistance a fair exchange for drawing World Government attention onto himself. 253

Exposure and worldwide expansion

Dragon and Mosen later arranged a public rupture between themselves so Mosen could retain his Navy position. Their staged battle exposed Dragon as the Revolutionary Army's leader and revealed the organization's name to the world. 261 298

The Army developed a regional structure encompassing Northern, Eastern, Southern, and Western armies. The Northern Army was known to include at least a 17th squad, whose captain described the movement's objective as changing the world by overthrowing the Celestial Dragons and World Government. 282

Once publicly active, the Revolutionary Army accelerated its liberation campaigns. In oppressive states, it overthrew rulers and distributed royal and noble wealth, land, and resources to impoverished citizens. In countries whose rulers shared the burden of Celestial Gold with their people, it focused on reforms and rebuilding national policy instead. 307

By the time of Sabo's campaigns, the World Government had 104 affiliated nations while the Revolutionary Army controlled more than 90, with over a dozen additional states secretly under its influence. 327

Escalation into war

As the World Government pressured the Navy to suppress the Army, Dragon initially avoided direct clashes with Marines and slowed expansion rather than waste personnel in battles that benefited the Government. 308

Dragon activated a contingency involving Impel Down when Ivankov and Inazuma allowed themselves to be captured. The plan used a tunnel connected to the prison to free prisoners who still retained principles and recruit them into the Revolutionary Army. 308

The conflict escalated sharply when the Army bombed Mary Geoise using a missile delivered by Law's Room ability. The initial devastation was ultimately neutralized by an unknown force, but the attack shocked the world and openly demonstrated the Army's willingness to strike the Holy Land. 369 370

More than twenty countries in the first half of the Grand Line later revolted in a single wave and sided with the Revolutionary Army. Bartholomew Kuma and Michael also resigned as Shichibukai and joined the cause. 386

During the wider war, the Army seized multiple World Government member states and cooperated with the Beasts Pirates and Big Mom Pirates against their common enemy. Under time pressure, its campaigns became more severe; more than ten member states were captured in one day, and many royals and nobles were executed. 389

At Jaya Island, Dragon avoided a World Government trap involving Uranus while Law positioned the Sky Carrier and Pluton over Mary Geoise. The Revolutionary Army annihilated roughly one-third of the World Government's main forces and captured nearly 10,000 Navy personnel, while deliberately inflicting fewer casualties on Marines than on Government troops. 394

When the World Government deployed Pacifistas armed with Dyna Stones, the Army suffered major losses before Mosen and Mia secured the Pacifista remote controls. Dragon and Sengoku subsequently coordinated against the World Government after the Navy itself became a target. 395 397
