Background / History

The World Government was founded by the victorious Twenty Nations Allied Forces after their defeat of the Great Kingdom approximately 800 years earlier. The descendants of the twenty kings became the Celestial Dragons, while the Great Kingdom and its history were erased. 352

Its current flag is stated to derive from the Great Kingdom's Wave Cross emblem: the World Government covered the symbol's four corners with black circles. 227 358

Holy Land Mary Geoise was built atop the former God's Country and became the center of the World Government's accumulated power. Although the Empty Throne publicly symbolizes that no individual rules the world, Imu secretly stands above the Five Elders as the organization's true ruler. 181 355 360

• Cipher Pol (CP) — A secret intelligence network directly subordinate to the World Government. Its agents are commonly raised from orphaned children and undergo severe training and elimination. 14

• Flevance and Memory Alloy negotiations — After Vinsmoke Judge seized North Blue territory, the Five Elders tacitly permitted his occupation of Flevance in exchange for access to Lead Ore and Memory Alloy. They planned to exploit conflict between the Vinsmoke and Donquixote Families for their own benefit. 77 78

• Mary Geoise slave liberation — The Revolutionary Army covertly entered Mary Geoise during Fisher Tiger's assault, freed slaves, and caused severe destruction. The Five Elders deployed CP0, hidden defenders, and their own forces to protect Imu and the Celestial Dragons. 242 243 244 251
