Background / History
Kusagakure was officially renamed the Nether Ninja Village after the Spark Organization merged into it. The new village denounced the Five Great Shinobi Villages’ assassination attempts, held their captured operatives hostage, and demanded recognition as the Sixth Great Shinobi Village alongside a public apology. 95
Under First Nether King Hyuga Shin, the village consolidated control of the Land of Grass and integrated the Tsuchigumo Clan. Its early administration included Kakuzu as chief financial manager, while elder Miyashi Hizokurou assisted the Nether King in governing both the village and the Land of Grass. 103
Hyuga Shin publicly named Orochimaru his successor before the village’s elite ninja.
