- Uptown — A wealthy district containing mansions, corporations, and much of the city’s affluent population. It is portrayed as orderly and prosperous in sharp contrast to the Lower City. 35
- Central District — Location of Central City Police Headquarters. 51
- Green Shade Villa — A prestigious villa estate overlooking the upper city; Alex later uses it as a residence and meeting place for major heroes. 282
History
Central City was once a leading American center of commerce, architecture, art, and industry. Its cultural and economic prominence earned it the titles “Jewel of the Midwest” and “City of Gems.” 1
Its standing declined after Keystone City opened and attracted much of Central City’s manufacturing and commercial activity. Despite this loss, Central City retained internationally respected institutions, including Central City University, Central City Medical School, and a major S.T.A.R. Labs branch. 1
The city’s prosperity became unevenly distributed. Uptown and several central districts remained wealthy and orderly, while the Lower City and Bay Area suffered from poverty, unemployment, gang activity, and industrial decline. 18 24 35
Alex later sought to make Central City the first city of a new energy era through S.T.A.R. Labs and Future Energy Technology Company. His plan called for energy-era products to be produced locally, but the company’s rebuilding strategy was subsequently redirected toward Metropolis. 127 161
Following the Apokolips war, Central City recovered unusually quickly. Alex coordinated the police, Severed Hand Gang, First Brotherhood, city government, relief funds, and emergency supplies to restore order, repair infrastructure, shelter civilians, and treat the injured. 314
Economy and Institutions
Education and Research
- Central City University — One of the world’s leading universities, described as comparable to Oxford and Cambridge. 1
- Central City Medical School — A prestigious medical institution associated with several Nobel Prize-winning doctors. 1
- S.T.A.R. Labs, Central City Branch — A high-technology research facility completed three years before Alex’s return to the city. Its particle accelerator was built with an investment of $37.2 billion. 123
- Ferris Air — Operates flights serving Central City, including routes from Metropolis and Seoul. 124 171 259
First Brotherhood
The First Brotherhood is a longstanding Central City fraternity founded to resist outside capital pressure, retain local talent, and serve the city. It recruits exceptional Central City University students and has developed into a network spanning business, technology, law, politics, and wealth. 17
Its members include major businessmen, congressmen, and the mayor, giving it significant influence over Central City’s economy, trade, government, and civic institutions. 17 187
Future Energy Development
Alex acquired control of Central City’s S.T.A.R. Labs through a 53% shareholding and proposed converting its capabilities toward energy-era manufacturing. 127
- The intended goal was to establish Central City as the first energy-era city. 127
- The Central City branch possessed the equipment necessary for Alex’s nuclear-energy and particle-accelerator projects. 123
- Reverse-Flash regarded the proposed transformation as a major disruption to the historical development of both Central City and Metropolis. 127 161
Law Enforcement and Public Safety
Central City Police Department
Central City Police Headquarters maintains specialized tactical, K-9, harbor patrol, air support, bomb disposal, counter-terrorism, criminal intelligence, anti-gang, drug enforcement, transportation, housing, forensics, and computer-crime units. 15
The department’s resources and specialized structure contributed to Central City’s comparatively low crime rate before the rise of superpowered crime. 15
Meta-Human Response
Following The Multiplicity’s robbery of Central City First National Bank, Commissioner Mark formed the Meta-Human Special Response Team under Alex’s leadership. 14
| Incident | Police response | Outcome |
|---|---|---|
| The Multiplicity robbed Central City First National Bank, stealing $35 million in jewelry and $3.2 million in cash. | Mark authorized Alex’s Meta-Human Special Response Team to investigate and, if necessary, neutralize the offender. | The case established the need for a specialized response to meta-human crime. 14 |
| The Music Hero eliminated repeat offenders in the Lower City. | Mark ordered Alex to contact the vigilante rather than arrest him, citing the district’s improving conditions. | The police considered potential cooperation with Central City’s new hero. 44 51 |
| Rumors accused Alex of colluding with mob boss Jack. | The department publicly identified Deathstroke as the source of the rumors and raided the Severed Hand Gang. | More than 280 gang members were arrested and assets exceeding $300 million were seized, restoring public confidence in the police. 184 |
Underworld
Central City’s hardline policing prevented any single criminal organization from dominating the city for decades, resulting in dozens or hundreds of smaller gangs concentrated in poorer districts. 187
The Severed Hand Gang later unified many of these groups and became the city’s dominant underworld force under Jack’s public leadership and Alex’s concealed influence. 172 183 187
Alex’s stated objective was to control drug and underground arms trafficking, contain criminal activity, and gradually cooperate with police to reduce the underworld’s influence rather than permit uncontrolled gang competition. 191
- Major gangs that accepted Alex’s authority were pushed toward legitimate civilian lives and received support from psychological experts employed by the Alex Charity Foundation. 196
- Groups that refused to comply and possessed documented criminal records were arrested and sent to Iron Mountain Prison. 196
- Remaining outside organizations—including Mafia, Yakuza, cartel, Russian mafia, and assassin branches—continued to create instability after the larger gangs were consolidated. 197
Later accounts describe Central City’s crime rate as falling to an unprecedented low, with gang activity heavily restrained and public order markedly improved. 207 275
Superheroes
Music Hero
The Music Hero was Central City’s first prominent vigilante, known for dramatic nighttime entrances accompanied by music. During the first five days of activity, the hero eliminated more than fifty criminals in the Lower City, including members of the Russian Gang. 44
The vigilante’s actions exposed neglected crime in the Lower City and forced Central City Police Headquarters to intervene more directly in the district. 44
Battle Maiden
Betty inherited the Music Hero role after Alex provided her with a high-tech armored suit, weaponry, and access to his former underground base. 176 177
She became known publicly as Battle Maiden and operated against criminal activity during the upheaval caused by the restructuring of Central City’s underworld. 196 201
The Flash
Barry Allen became Central City’s principal speedster hero after awakening from his coma. He later worked with Battle Maiden and the Superpower Handling Team to clear remaining underworld threats. 197 225
Barry’s actions and public reputation helped establish him as the city’s widely recognized superhero protector. 262 275
