Background

Fu Haoran begins his governorship under an immediate death sentence for unpaid Imperial obligations. He successfully negotiates a three-year stay of execution from Inquisitor Makarov, though Makarov leaves both Fu and his assets under observation. 4

While attempting to stabilize his Hive World, he discovers that former Governor Lothar von Drake had moved valuable assets before the rebellion. Fu uncovers Xenos artifacts and an STC fragment capable of producing ten tons of plasteel per month, then chooses to use the fragment to reinforce his forces. 6

His recruitment of imprisoned financier Yuri Razumov unlocks the Lord Development Tech Tree. Despite Yuri's immediate loyalty rating of -99, Fu appoints him Finance Minister because Yuri's skills in false accounting, black-market manipulation, and capital plunder are suited to rebuilding the Hive World's finances. 16 17
