Structure and Population

The Hive City is a vast vertical settlement divided between the noble-controlled Upper Hive, the industrial Mid-Hive, and the impoverished Lower Hive. Its holographic map reveals a dense, twisted three-dimensional structure built around competing territories and industrial zones 5.

• Population: Roughly one billion registered residents; including unregistered residents, the total is estimated at no more than 1.5 billion 194.
• Upper Hive: Seat of the Noble Council and major noble holdings. Eight heavily defended bridges connect it to the rest of the city, each guarded by noble regiments, Macro-cannons, and lascannons 65.
• Mid-Hive: Contains core factories, promethium refineries, weapon workshops, and dense apartment blocks housing thousands of households per structure 5 133.
• Lower Hive: Originally divided among more than 300 named gangs and tens of millions of residents. Its districts include shantytowns, industrial ruins, tunnels, mines, and gang-controlled utility sites 5.
• Underhive access: At least seventeen entrances connect the Underhive tunnel network to the surface levels 90.
• Natural resources: Alpha Hive City was founded above extensive high-quality mineral deposits, including iron, copper, lithium, aluminum, gold, and other ores 143.

History

Debt, coup, and noble control

The city entered the story burdened by three hundred years of unpaid Imperial Tithes. Its old nobles fled rather than cover the deficit, then selected the politically rootless Fu Haoran as a disposable governor expected to take responsibility for the debt 1.

When Fu Haoran assumed office, the nobles already controlled the Mid-Hive's essential industrial assets, including promethium refineries and weapons workshops. Meanwhile, the Lower Hive remained fractured among gangs, leaving the Governor's Office with only 150,000 mobilizable troops, major equipment shortages, and ammunition sufficient for only a few medium-intensity battles 5.

Reform of the Lower and Mid-Hives

Fu Haoran established the Hive City Tax Bureau and legalized income after taxation: 20% for legal income, 40% for gray income, and 50% for illegal income. Tax evasion was classified as treason 34. Lower Hive residents who paid taxes could apply for Mid-Hive residency under Planetary Defense Force protection, turning legal status and housing into incentives for cooperation 33.

The first major housing reform used imported mobile space capsules to rapidly create Mid-Hive residences. Ronan's six-person family, formerly confined to an eight-square-meter Lower Hive dwelling, received a 38-square-meter apartment with separate sleeping areas, storage, a kitchen, and a wet-dry bathroom 36. The project raised public order and unlocked Hive Community Management Authority, allowing the Governor's Office to monitor occupancy and assign defense posts 36.

Consolidation and the Genestealer crisis

After suppressing the noble rebellion, Fu Haoran gained full control of Alpha Hive City and ownership of 90% of its industrial sector 79. The victory was immediately followed by the discovery that Genestealers had infiltrated the Underhive for more than twenty years, including agents in the city guard and potentially the Adeptus Arbites 90.

The cult seized the Third Arsenal, stealing 300,000 lasguns, 5,000 crates of bolter shells, and 200 heavy artillery pieces 90. Fu Haoran's forces killed the Genestealer Patriarch in the Underhive, ending its direct control over the city, but surviving cultists were subsequently reorganized into a controlled workforce and militia under Moria Tenclaw 99 114.

Reconstruction and external war

The nobles sabotaged Mid-Hive factories and removed machinery, parts, data pads, and energy reserves during their flight, leaving the city near bankruptcy 100. Fu Haoran answered with a reconstruction program: new residential districts, factories, work-relief construction projects, and the relocation of ordinary civilians from the Lower Hive 102.

The returning noble coalition and Seven Hive Alliance later brought the conflict to Alpha Hive City's airspace and orbit. The city developed an atmospheric air force, defeated an advance landing force, and ultimately used massed aircraft and missiles to disable the Cobra-class Destroyer Anvil during the blockade 170 220.

Administration and Economy

Taxation and residency

• Legal, gray, and illegal income are taxed at 20%, 40%, and 50% respectively; taxed assets receive Imperial legal protection 34.
• Tax-paying Lower Hive residents can obtain Mid-Hive Residency Permits and access Planetary Defense Force protection 33 35.
• The policy drew former gang members, soldiers, and Underhivers into the formal economy by allowing them to legalize looted or gray-market income through taxation 35.
• Tax evasion is punished as treason; gang leader “Iron Skull” Capone was arrested and killed as an example 35.

Industry and resources

• Promethium refining is the city’s critical energy industry. Damage to its refinery complex risks paralyzing the entire energy system and igniting much of the Lower Hive 97.
• The Mid-Hive hosts the city’s core manufacturing base, including weapons workshops and other industrial facilities 5.
• Following the noble purge, the Governor’s Office acquired 90% of the Hive City’s industrial sector 79.
• Reconstruction relies on modular plastisteel housing, which can serve as apartments, temporary armories, or field medical stations 107.

Lower Hive resettlement

• Ordinary civilians are being moved from the Lower Hive into new Mid-Hive residential districts to stimulate construction demand and employment 102.
• The southern Lower Hive was designated as a separate Genestealer residential and industrial zone, physically segregated from human settlements 114.
• Genestealer residents receive water, energy bars, and a ten-year tax exemption, but are barred from Mid-Hive core zones and sensitive technology 114.

Security and Defenses

• The Lower Hive’s promethium approaches were fortified with the 500-meter “Aegis” defense line, including alloy armor plates, trenches, mines, heavy bolters, and autocannons 95.
• The city’s defense is vulnerable to infiltration through ventilation ducts, sewers, wall cracks, and abandoned industrial pipelines 97.
• The Third Arsenal raid demonstrated that internal intelligence leaks could compromise major military stockpiles 90.
• Twenty-four MiG-25s destroyed enemy Lightning Fighters and landing barges during the first clash with the Seven Hive Alliance’s advance force 170.
• During the assault on the Anvil, Alpha Hive City launched 300 F-22 Raptor Hawks, 100 wetware unmanned wingmen, an old Lightning Fighter, a Stormbird command platform, and boarding torpedoes 220.
