Government and Society

• The Federation was formed when Earth’s major powers united in response to overpopulation and began a large-scale migration into space. Its early immigration policy offered interest-free housing loans, tax exemptions, and education and medical guarantees to attract Earth’s lower classes to the colonies 78.
• Earth remains the Federation’s political and social center. Colonies are treated as municipal-level administrative divisions and do not receive seats in the Federation Assembly, severely limiting space residents’ political influence 257 290.
• Travel policy is uneven: descent from space to Earth requires extensive approval, while Earth residents can travel to space comparatively easily. The system preserves Earth’s privileged position using the output of the wider Earth Sphere 282.
• The Federation Assembly controls military budgets and repeatedly intervenes in military affairs, including blocking Eli’s proposed promotion despite General Revil’s support 107 147.
• Political power is heavily influenced by established families and capital groups, particularly the Marcenas family. Corporate interests in space development, mining, shipbuilding, and related industries form an important Assembly bloc 239 324.

Historical Legitimacy

Laplace Constitution

Gato’s broadcast revealed an Article Fifteen absent from the modern Federation constitution. The revelation was presented as evidence that the Federation’s founding charter had recognized responsibilities toward extraterrestrial development and had later been altered or concealed 146 147.

The broadcast further alleged that George Marcenas orchestrated the Laplace Incident, blamed the bombing on space-resident separatists, and used the resulting crisis to consolidate power. The revelation sharply intensified anti-Federation sentiment among space residents 147.

Newtype Policy

The Federation’s founding moderates had anticipated the emergence of Newtypes before Zeon Deikun’s better-known theory. However, Gihren Zabi’s racialized interpretation of Newtypes made Federation leaders reluctant to acknowledge them publicly, even as research continued 52.

Following the Laplace Incident, the Federation publicly recognized Newtypes and defined them as an aptitude not exclusive to space residents. Eli Li and Amuro Ray were prominently presented as Federation Newtypes 147.

Military

Federation Forces

• During the One Year War, the Federation fielded powerful Gundam-type machines but faced shortages of high-performance mass-production Mobile Suits 51.
• Its conventional ship classes initially lacked Mobile Suit recovery capability. Because Pegasus-class carriers were too expensive to build widely, many Federation Mobile Suit deployments were launch-only operations 109.
• Eli’s donation of Yashima shares enabled the Federation Forces to establish property independently managed by its naval, land, air, and space branches. This support helped secure approval for the Federation Forces Reconstruction Plan 130.
• The Reconstruction Plan expanded the military’s access to high-performance Mobile Suits, including limited mass production of the G-Line after its production line was preserved from budget cuts 153.

Titans

The Titans were expanded after the Laplace Incident to suppress Zeon remnants and the growing anti-Federation movement in space. They established Konpei Island as a power base and increasingly extended their influence beyond their authorized scale 150.

The Assembly granted the Titans broad authority intended to make them an Assembly-controlled private military force. Under the right of Earth defense, the Titans could demand assistance from every Federation department in the name of planetary security 217 286.

• The Titans occupied Sides 2 and 6 and relocated the former A Baoa Qu fortress, renamed the Gate of Sedan, to L4 as their frontline fortress 286.
• Their seizure of Jaburo, attacks on Federation personnel, and attempt to assume control of Earth’s defense drove the Federation into open internal conflict 258 261.
• After the provisional government revoked their extraordinary powers, the Titans declared the announcement fraudulent and continued armed resistance 336.

Undertaker

Undertaker began as an anti-Zeon-remnant force but gradually developed into a Side special defense force under Eli Li. Its operations and authority increasingly extended beyond simple suppression missions 257.

• It received support from General Revil and operated alongside Federation forces while pursuing greater autonomy for the Sides 258.
• Its forces cooperated with AEUG and the Republic of Zeon against the Titans, controlling Sides 1, 3, 4, and 5 during the wider conflict 286.
• Undertaker secured a phased victory in low Earth orbit after the provisional government formed, forcing Titans forces back toward the Gate of Sedan 336.

Policies and Controversies

Space Residents

The Federation’s treatment of space residents is a central source of unrest.

• Space residents bear heavy taxes while Earth-based elites retain political authority and superior living conditions 150 250.
• Federation policy artificially sustains Earth’s privileges by making movement from space to Earth difficult and by concentrating political representation on Earth 282 290.
• The Assembly’s failure to address these inequalities contributed to the growth of AEUG, Zeon remnant movements, and calls for space autonomy 150 186 202.
• The Federation announced a Colony Reconstruction Plan in response to the Laplace Incident, with the first reconstructed colonies planned for use in 0083 147 139.

Energy and Helium-3

The Federation depends heavily on helium-3 for fusion power, civilian needs, and military rebuilding.
