The System Is Up to Mischief Again

"Who says Tailed Beasts can't coexist peacefully with humans?"

"Look, Fujima's already done it, hasn't he? Haha...!"

"Besides, if even Tailed Beasts can become friends with humans, why can't we humans live together in peace?"

Hashirama Senju was delighted. Seeing Fujima and Kurama become friends had given him a precedent to believe in, and he couldn't have been happier.

"All right, Hashirama. Let's discuss the more pressing matter first!"

Madara Uchiha didn't care either way. In his eyes, Kurama was nothing but trash. Apart from Hashirama Senju, he'd never thought highly of anyone—and Kurama was no exception.

"Right, let's get back to the matter we're here to discuss!"

"Madara and I each have a proposal. You can decide which one you think is better."

Hashirama Senju heard Madara Uchiha's words and nodded slightly. Then the five of them began their discussion.

Hashirama Senju and Madara Uchiha each laid out their proposals, explaining that there were nine Tailed Beasts and that they weren't sure which plan they should choose.

"Big Brother, I think Madara's proposal is more reliable. People are never satisfied. The other countries aren't necessarily full of good people."

"If we divide the Tailed Beasts equally among them, they might very well use them to start a war. So I don't agree with this plan."

"I agree. Konoha should gather all Nine Tailed Beasts and turn them into weapons of war, using them to deter the other countries and keep them from acting rashly."

"I think that's the best choice. Otherwise, the peace we want will never come."

"We must possess absolute power to deter the nations. If we can intimidate them, we can order them not to start a war."

"That's the foundation of peace. We must possess absolute power. Whether we actually use the power of the Nine Tailed Beasts is secondary."

"But if we have this power, we'll have a say in the world. They don't, so they'll have to accept being beneath us."

"As long as we don't start a war, there won't be a war in the world."

Tobirama Senju also strongly agreed with Madara Uchiha's proposal. This was the one time he thought Madara Uchiha was right.

After all, there was a huge difference between having power and not using it, and possessing immense power while wanting to use it. Those were two entirely different choices.

If they stood at the very peak of the world, they could order everyone to protect world peace. He thought that was the most effective solution.

"Yeah, I agree with Tobirama and my older brother, Hashirama. Your proposal is a bit too idealistic."

"I recently received intelligence from Root. The other four nations are all at war with one another. The only exception is that none of them have gone to war against Konoha."

"They're attacking one another to seize resources. If they had Tailed Beasts, they'd be even harder to restrain."

"The wars that would break out then would probably be far more terrible than the ones happening now."

"So I think power as immense as the Tailed Beasts must be kept in our own hands."

Izuna Uchiha agreed. If they thought more deeply about the matter, they'd see where the problem lay.

World peace didn't come from people behaving themselves. It depended on strength. If we were strong, others wouldn't dare bully us; and if they tried to bully someone else, we could stop them. Strength gave us the ultimate say in matters of peace.

"Is my idea really that unreliable?"

Hashirama Senju instantly lowered his head, looking utterly dejected. He felt like a complete failure as Hokage.

Ding. A historical event is about to occur. The God Selection System is activating.

Gather all Nine Tailed Beasts in Konoha and seal them all inside members of the Uzumaki Clan, turning them into pets in the same form as Kurama is now, so they can live peacefully alongside humans. Also pressure Sunagakure, Iwagakure, Kirigakure, and Kumogakure into signing a peace treaty. Mission reward: The favor of the Nine Tailed Beasts.]

Just then, the God Selection System stirred up trouble again, and options appeared before Fujima.

"Uncle Madara, Dad, Second Uncle, Uncle Izuna, I'd like to share my personal opinion."

After hearing the system, Fujima's mouth twitched. What was the difference between Rock Lee's snug athletic pants and Might Guy's?

It really didn't want to give him anything worthwhile, did it? It was utterly shameless.

"Oh?"

"Fujima, go ahead."

Hashirama Senju looked at him expectantly, as if he'd just found a savior. He thought his son would choose his proposal.

Tobirama Senju and the others also turned to look at Fujima, curious to hear his answer. After all, his suggestions so far had seemed quite effective, so he'd earned a certain amount of respect from them.

"Dad, Uncle Madara, Second Uncle, Uncle Izuna, I think we can coexist peacefully with the Tailed Beasts."

"Just like Kurama does now."

"I think we should capture all Nine Tailed Beasts and seal them inside members of the Uzumaki Clan."

"The Uzumaki Clan has a powerful constitution, making them the most suitable Jinchūriki."

"And we should have each of the Nine Tailed Beasts condense a small body of its own, just like Kurama."

"They're too huge to control easily. But if they became this small, they'd be much easier to manage, and they wouldn't be able to run around and cause trouble."

"They could also become Konoha's mascots, helping more people learn about them and grow fond of them, so they could truly become part of our human community."

"If we keep treating them as weapons, their resentment will only grow. And if no one in the Ninja World is strong enough to hold them back by then, endless wars will break out."

"So I think we have to become their friends. That's the best way to resolve this."

Fujima then explained his entire proposal. He chose the third option because the first two were useless.

And once he earned the favor of the Nine Tailed Beasts, he could still combine them into the Ten-Tails for battle if the need arose. After the battle, he could split them apart again.
