Origin and Purpose

The Hokage is the title of Konohagakure's supreme leader. Hashirama Senju named the position, while Uchiha Madara named the village itself. Konoha was founded through the Senju–Uchiha alliance as a village intended to end the Warring States Period's clan conflicts 233 254.

Konoha was the first hidden village, and its creation prompted the Lands of Wind, Lightning, Earth, and Water to establish their own ninja organizations, forming the era of the Five Great Nations 231 254.

First Selection

Hashirama initially wanted Madara to become the first Hokage. Tobirama opposed this, arguing that the office had to be chosen by the people; public opinion overwhelmingly supported Hashirama, while Madara lacked support even within the Uchiha Clan 234 237.

Hashirama therefore became the First Hokage, with Tobirama acting as his principal partner. Their leadership balanced Hashirama's overwhelming strength and ideals with Tobirama's political pragmatism 234 237.

Succession

Authority and Administration

A Hokage requires more than personal strength: political maneuvering and support among Konoha's clans are treated as essential to holding the office. This political requirement is cited as a reason the Uchiha Clan had never produced a Hokage 58.

• Village defense — During Nagato's invasion, Minato mobilizes Konoha's forces, dispatches Anbu personnel, and personally enters the battlefield using Flying Thunder God 74.
• Anbu command — Tobirama created the Anbu as a force directly commanded by the Hokage. Its duties include protecting the Hokage, countering infiltrators, gathering intelligence, and conducting assassinations 258.
• Military Police Force — Tobirama founded the Konoha Military Police Force and placed the Uchiha Clan in its principal positions to maintain public order 232 237.
• Ninja education — Tobirama established the Ninja Academy and Chunin Exams system to protect children from war and develop future ninja talent 232 258.
• Government structure — Konoha is described as possessing a complete Hokage system with six major departments 255.

Political Conflicts

Following Hiruzen's retirement, many key village positions remained occupied by officials from his era, limiting Minato's ability to govern independently. The Uchiha Clan temporarily supplied two three-tomoe jōnin to support Minato's understrength Hokage Guard Platoon 7.

Minato later removed the Shimura, Mito, and Utatane clans from official positions and benefits. In response, their leaders conspired to abolish the Fourth Hokage's position and restore Hiruzen 58.

At the Konoha Assembly, Hiruzen and his supporters argued that Shisui Uchiha should be surrendered to Kumogakure to avoid war. Minato and the Uchiha Clan opposed this position, turning the crisis into an open contest between the Third and Fourth Hokage's political factions 120.

Jiraiya's return helped resolve the division: Hiruzen handed his remaining forces to Minato, after which neutral factions pledged themselves to the Fourth Hokage and Konoha became more unified 127.

Symbols and Legacy

Whenever a new Hokage takes office, their face is carved onto Hokage Rock overlooking Konoha. The stone faces are regarded by Konoha's residents as symbols of peace and tranquility 233.

The visible monuments commemorate the First through Fourth Hokage, with later statues added for Tsunade, Kakashi, and Naruto 231 254.
