After finalizing the establishment of the new Land of Fire and New Konoha, Naruto prepared to invite Sasuke to head to the Elven Forest. After all, their main purpose in coming to this world was to grow stronger. Establishing a new power here was merely a way to help the Shinobi World develop. Strength was what truly mattered.
As for why he did not wait until the people from Konoha arrived, Naruto believed everyone had their own journey. Konohamaru had his own life and opportunities, too. Naruto pushed open the tightly shut doors, passed through a barrier, and reached the center of the treasury, where he found Sasuke. Sasuke sat cross-legged with a small blue bell before him.
