Background and History

Foundation and clan structure

Konoha and the hidden-village system were founded less than a century before the present era, while major clans such as the Uchiha possess recorded histories extending more than five centuries into the Warring States Period. 222

The Senju Clan was deliberately dispersed throughout Konoha's institutions—including medicine, education, the shinobi ranks, and civilian society—under the First and Second. This integration made the clan deeply tied to the village rather than a separate political bloc. 222

The Hyuga and Uchiha retained stronger clan-first traditions. Kou attributes the Uchiha's poor integration into village life chiefly to their conspicuousness among Konoha's clans. 222

Konoha's Ninja Academy and broad foundational education gave it a major advantage over the other great villages. Its system educated civilian-born ninja as well as clan heirs, helping Konoha preserve a large and comparatively high-quality talent base through successive wars. 29

Wars and the Nine-Tails Incident

Konoha was drawn into the Third Shinobi World War, which Kou describes as a “meat grinder” that consumed its participants. 2

The Nine-Tails Incident killed the Fourth Hokage, Namikaze Minato, and inflicted Konoha's first major casualties on its own territory since the village's founding. Much of its mid- and upper-level force was lost, forcing the elderly Third, Sarutobi Hiruzen, to return to office. 81

The crisis also strengthened Danzō's Root faction, whose forces had avoided the losses suffered by the Hokage faction. Hiruzen struggled to contain Root, external pressure from rival villages, and worsening tensions between Konoha and the Uchiha. 81

Seven years later, Konoha's physical reconstruction was complete: roads and buildings had been rebuilt, and the village had regained visible prosperity. Its treatment of Naruto, however, remained a lingering social wound, with villagers calling him the “demon fox” and openly fearing him. 78

The prejudice against Naruto persisted into the Chūnin Exams, when members of the Konoha audience openly urged Hyuga Neji to defeat him. 264

Uchiha defection and clan tensions

Kou had been one of Konoha's prominent young heroes, known during the Third Shinobi World War as one of the “Black and White Twin Blades” alongside Kakashi. He was also regarded as a bridge between the Uchiha and the village. 1

Two years after the Nine-Tails Incident, amid increasing distrust between Konoha and the Uchiha, Kou silently defected from the village. His departure further damaged the already fragile relationship between the village and the clan, intensifying Konoha's suspicion of the Uchiha and the clan's resentment toward Konoha. 1

Kou later infiltrated Konoha alone, bypassing its sensory barriers and Anbu patrols to visit the Memorial Stone, the cemetery, the former Uchiha district, and other places associated with his past. 15

Uchiha Clan Massacre

The Uchiha Police Force was Konoha's elite Uchiha-led armed force, with several elite jōnin or stronger among its ranks. Its total strength was described as exceeding the Hokage's Anbu. 89

During the Uchiha Clan Massacre, the Police Force was wiped out in under half an hour. Jiraiya considered it impossible for Uchiha Itachi alone to have accomplished this, even with the Mangekyō Sharingan. 89

Konoha initially classified Uchiha Kou as missing after his disappearance. Only after his Akatsuki membership was confirmed was he designated a rogue ninja; the highest-level order remained to bring him back to Konoha rather than execute him. 104

In the aftermath of the massacre, Hiruzen placed advisors Mitokado Homura and Utatane Koharu under house arrest, while Danzō defected from Konoha. 88

Fifth Hokage and Mist alliance

Jiraiya ultimately became the Fifth Hokage, succeeding Hiruzen in Konoha's leadership. His decision was tied to his determination to investigate the Uchiha massacre and expose those responsible. 35 36 88

Hiruzen accepted responsibility for failing to prevent the massacre and entrusted Konoha's future to Jiraiya. Minato, Hiruzen, and other senior figures supported Jiraiya's decision to remain in the village rather than immediately pursue Kou or interfere in the Mist's internal conflict. 87 90

Konoha opened negotiations with Mist Village after the latter proposed an alliance tied to joint Akatsuki intelligence operations. The agreement was later finalized following talks involving Jiraiya, Hiruzen, Shikaku Nara, Kakashi Hatake, Tsunade, and Kou, acting as Mist's representative. 101 230

Mist Village also proposed establishing Odd Jobs Agency pilot operations across the Land of Fire as part of the alliance framework. The plan would allow Mist to expand its mission network while giving Konoha and the other great nations a way to weaken the armed forces of smaller countries through economic and political dependence. 191

During the Mist delegation's stay, Kakashi hosted its members and escorted them through Konoha while the village leadership considered the alliance. The delegation publicly presented itself as a diplomatic mission, although its hidden purpose included gathering intelligence on Konoha's strength and the Nine-Tails' jinchūriki. 187 192

Konoha subsequently maintained covert cooperation with Kou, receiving intelligence regarding Akatsuki and Obito while Kou occasionally guided Naruto and Sasuke's training. 253

Konoha Crush Plan

Before the Chūnin Exams' third stage, Kou warned Jiraiya, Hiruzen, and Minato that Akatsuki intended to use the event to capture multiple jinchūriki. Konoha's leadership prepared to defend the targets while Kou stated that he would confront Akatsuki himself. 256

The Konoha Crush Plan began when Rasa, the Fourth Kazekage, ordered Gaara to transform into the One-Tail Shukaku during the exams. Naruto used the Flying Thunder God Technique and Shadow Clones to evacuate contestants and civilians, while Jiraiya confronted Rasa. 267

Naruto's evacuation forced even villagers who had previously mistreated him to cooperate by forming a human chain so that his Shadow Clones could teleport the spectators to safety. His actions preserved Konoha's civilian population despite his resentment toward the village's treatment of him. 267

Akatsuki entered the conflict to seize the One-Tail, confronting Konoha's defenders and revealing Pain's Rinnegan. 268

Kou later used Susanoo to obstruct Akatsuki and the Six Paths of Pain, enabling Jiraiya to escape Konoha's battlefield with Gaara aboard Gamabunta. 272

The conflict also brought a devastating confrontation between Kou and Pain, whose large-scale techniques inflicted further destruction upon Konoha. 278

Later security and war preparations

After the battle at Konoha, Jiraiya continued working to protect former allies of Konoha. He ordered Itachi to locate Konan and escort her safely to the village, invoking his authority as her former teacher rather than merely as Hokage. 314

Following Kou's awakening of the Rinnegan, Jiraiya and Konan returned toward Konoha with warnings about Madara's plans. Kou instructed Jiraiya to inform Minato and Kushina that Madara might target Naruto and the Nine-Tails, and stated that he intended to remove Naruto from Konoha and protect him personally once his other obligations were complete. 320

Konoha's senior shinobi remained involved in preparations for the coming conflict with Madara. Kakashi chose to stay in Konoha to defend the village alongside Jiraiya, while planning to attend the Six Nations Summit in the Land of Rice as part of the wider response to the threat. 325

Konoha's leaders also became involved in Kou's preparations to oppose Madara. Hiruzen, Jiraiya, and Tsunade were present when Kou and Tobirama began arranging the revival and training of Hashirama as a countermeasure against Madara's reanimated forces. 364 365
