Background and History

Foundation and clan structure

Konoha and the hidden-village system were founded less than a century before the present era, while major clans such as the Uchiha possess recorded histories extending more than five centuries into the Warring States Period. 222

The Senju Clan was deliberately dispersed throughout Konoha's institutions—including medicine, education, the shinobi ranks, and civilian society—under the First and Second Hokage. This integration made the clan deeply tied to the village rather than a separate political bloc. 222

The Hyuga and Uchiha retained stronger clan-first traditions. Kou attributes the Uchiha's poor integration into village life chiefly to their conspicuousness among Konoha's clans. 222

Wars and the Nine-Tails Incident

Konoha was drawn into the Third Shinobi World War, which Kou describes as a “meat grinder” that consumed its participants. 2

The Nine-Tails Incident killed the Fourth Hokage, Namikaze Minato, and inflicted Konoha's first major casualties on its own territory since the village's founding. Much of its mid- and upper-level force was lost, forcing the elderly Third Hokage, Sarutobi Hiruzen, to return to office. 81

The crisis also strengthened Danzō's Root faction, whose forces had avoided the losses suffered by the Hokage faction. Hiruzen struggled to contain Root, external pressure from rival villages, and worsening tensions between Konoha and the Uchiha. 81

Seven years later, Konoha's physical reconstruction was complete: roads and buildings had been rebuilt, and the village had regained visible prosperity. Its treatment of Naruto, however, remained a lingering social wound, with villagers calling him the “demon fox” and openly fearing him. 78

Uchiha Clan Massacre

The Uchiha Police Force was Konoha's elite Uchiha-led armed force, with several elite jōnin or stronger among its ranks. Its total strength was described as exceeding the Hokage's Anbu. 89

During the Uchiha Clan Massacre, the Police Force was wiped out in under half an hour. Jiraiya considered it impossible for Uchiha Itachi alone to have accomplished this, even with the Mangekyō Sharingan. 89

Konoha initially classified Uchiha Kou as missing after his disappearance. Only after his Akatsuki membership was confirmed was he designated a rogue ninja; the highest-level order remained to bring him back to Konoha rather than execute him. 104

Fifth Hokage and Mist alliance

Jiraiya ultimately became the Fifth Hokage, succeeding Hiruzen in Konoha's leadership. 230

Konoha opened negotiations with Mist Village after the latter proposed an alliance tied to joint Akatsuki intelligence operations. The agreement was later finalized following talks involving Jiraiya, Hiruzen, Shikaku Nara, Kakashi Hatake, Tsunade, and Kou, acting as Mist's representative. 101 230

Mist Village also proposed establishing Odd Jobs Agency pilot operations across the Land of Fire as part of the alliance framework. 191

Konoha is a forest-settlement village in the Land of Fire, marked by busy commercial streets, extensive rebuilding after the Nine-Tails Incident, and Hokage Rock overlooking the settlement. 78
